Legendary Resistance (4/Day, or 5/Day in Lair). If the Blue Eyes Spirit Dragon fails a saving throw, it can choose to succeed instead.
Flyby. The Blue Eyes Spirit Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.
Summon Restriction. Whenever a hostile creature attempts to use a Spell or ability to summon another creature within 150 Ft. of Blue Eyes Spirit Dragon, they must make a DC 24 Charisma saving throw. On a fail, the Spell or ability fails and is wasted. If the Spell or ability summons more than one creature, the hostile creature makes this save at Disadvantage.
Magic Weapons. The Blue Eyes Spirit Dragon's weapon attacks are magical.
Magic Nullification. The Blue Eyes Spirit Dragon has Immunity to all spells and spell like abilities of 4th level or lower, unless it chooses to be affected by them. For spells and spell like abilities of 5th level or higher, it has Advantage on saves against them.
Spellcaster's Bane. The Blue Eyes Spirit Dragon can sense the magical nature of spellcasters and has Advantage on all attack rolls against them.
Multiattack. The Blue Eyes Spirit Dragon can use its Spirit Pressure. It then makes three attacks: one with its bite and two with its claws. It can replace its bite attack with a use of Spellcasting.
Bite. Melee Attack Roll: +13, reach 15 ft. Hit: 17 (2d10 + 6) Piercing damage plus 11 (2d10) Radiant damage.
Claw. Melee Attack Roll: +13, reach 10 ft. Hit: 15 (2d8 + 6) Slashing.
Spirit Pressure. The Blue Eyes Spirit Dragon's overwhelming presence instills fear and shock in its enemies. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 24 Wisdom saving throw or become frightened for 1 minute. Additionally, a creature that fails the save cannot maintain Concentration on spells while within sight of the Blue Eyes Spirit Dragon. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Spirit Pressure for the next 24 hours.
Spirit with Eyes of Blue (3/day). The Blue Eyes Spirit Dragon unleashes a roar filled with the majesty and power of its spiritual draconic essence. Any hostile creature that can see and hear the Blue Eyes Spirit Dragon within 50 ft. must make a DC 24 Wisdom saving throw or have disadvantage on all attack rolls and saving throws for 1 minute. If the hostile creature is Undead, it is also subjected to the same effects as Turn Undead or Destroy Undead if it's CR is 6 or less.
Spirit Burst Stream (Recharge 5–6). Dexterity Saving Throw: DC 22, each creature in a 120-foot-long, 10-foot-wide Line. Failure: 77 (14d10) Radiant damage. Success: Half damage.
Spellcasting. The Blue Eyes Spirit Dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 24, +16 to hit with spell attacks):
At Will: Druidcraft, Detect Magic, Hold Person, Dispel Magic, Calm Emotions, Gentle Repose, Commune with Nature, Detect Evil and Good, Remove Curse, Starry Wisp (Level 17 version)
3/Day Each: Counterspell, Circle of Power, Dispel Evil and Good, Hallow, Magic Circle, Summon Draconic Spirit (Dragon Spirit of White only, no Concentration)
1/Day Each: Aura of Life (no Concentration), Antimagic Field, Befuddlement, Etherealness, Forbiddance (ignore casting time), Mordenkainen's Private Sanctum (ignore casting time)
Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the Blue Eyes Spirit Dragon can expend a use to take one of the following actions. The Blue Eyes Spirit Dragon regains all expended uses at the start of each of its turns.
Vision with Eyes of Blue. The Blue Eyes Spirit Dragon makes a Wisdom (Perception) check.
Spirit Flare. The Blue Eyes Spirit Dragon uses Spellcasting to cast Starry Wisp (Level 17 version)
Spirit Gaze (Costs 2 Actions). The Blue Eyes Spirit Dragon levels a glare filled with draconic authority at one creature it can see. That creature must succeed on a DC 24 Wisdom saving throw or be Stunned until the start of its next turn. If the creature is Undead, it is instead subjected to the same effects as Turn Undead or Destroy Undead if it's CR is 6 or less.
Spirit Lightning (Costs 3 Actions). The Blue Eyes Spirit Dragon exhales a breath of lightning in a 30- foot cone. Each creature in that line must make a DC 22 Dexterity saving throw, taking 30 (10d6) Lightning damage on a failed save, or half as much damage on a successful one.
Description
It is no secret that the Blue Eyes White Dragons are not overly fond of wizards and sorcerers. However, there was once a Blue Eyes who, for some unknown reason, despised them enough to make combatting them its sole mission in life. To that end, it sought out how to best develop its innate power to best counter anything a wizard or sorcerer could throw at it. After many travels and significant frustration in its lack of growth, it encountered a nameless hermit who, in a curious display of kindness, chose to share with the dragon his life's story living as one with the natural world. Something about that story stuck with the dragon, causing it to contemplate its life's goal and its own place in the natural order. After years and years of reflection and solitary meditation, this Blue Eyes White Dragon came to its own unique conclusion: the universe exists in a state of natural order, beauty, and balance, one that must be maintained and protected from those who seek to disrupt it for their own selfish ends. It no longer sought to oppose spellcasters simply out of hatred; it did so now because they exploited and perverted the natural order for power and knowledge, something it would not stand for. Armed with this new understanding, the Blue Eyes focused its effort on further connecting with the pure power of the natural world, the power of nature itself. Through determination and patience, its connection deepened, it power grew, and even its very being changed, becoming just as much a nature spirit as a dragon. On that day, the Blue Eyes Spirit Dragon came into being. With the power of nature combined with its formidable draconic might, it set out into the universe to begin its never ending campaign to combat the forces that threaten the natural order, chief among them being the forces of the Undead, unscrupulous mages, and the pinnacle of magic corrupting the natural order: Lichs.
Today, multiple specimens of Blue Eyes Spirit Dragons exist, all descending from their original enlightened ancestor, who passed on his crusade against the profane to his children. Along with their children, the Dragon Spirits of White, they spend their days guarding the untouched, mystic natural ecosystems still in existence, while keeping an eye out for any telltale signs of Lich or Undead activity. Once such activity is found, they will waste no time hunting the cause down and eradicating it from existence, regardless of the reasons or motives involved. Since these forces are often of evil and destructive intent, this makes the Blue Eyes Spirit Dragon (alongside the Azure Eyes Silver Dragon) one of the Order with Eyes of Blue's most revered entities and strongest assets; only the Blue Eyes White Dragon (recognized as the original from which all other Blue Eyes variants arose) is revered more. However, that does not mean they are completely benevolent. They stand against all who disrupt the natural world and order. This can make them allies of humanoid beings or enemies, depending on how they coexist with the natural world. Wizards and Sorcerers in particular they distrust immediately and should they ever catch even a wiff of Undead or Lichdom on them, will show them just how terrifying the power of nature can be.
Lair and Lair Actions
With its strong connection to the natural world, the Blue Eyes Spirit Dragon prefers more “down to earth” lairs in areas abundant with life and natural energy. Mystical forests, ancient grottos, and uncharted wilderness are all fair game, the more natural and untainted, the better. That said, the Blue Eyes Spirit Dragon’s crusade against the Lich, the Undead, and other profane forces lead them to seek out their quarry wherever they may be found, often spending large amounts of time traversing the lands for signs of arcane disturbance or necromancer activity. As such, a Blue Eyes Spirit Dragon doesn’t always have a permanent lair, instead utilizing “temporary lairs” for resting up before continuing its mission. The exception to this is any Blue Eyes Spirit Dragons currently allied with and cooperating with the Order with Eyes of Blue; these dragons tend to stay within the area the Order summons them to. Even then, they tend to spend most of their time away from their lair patrolling their territory for disturbances when the Order isn’t calling on their aid or paying tribute. Should a Blue Eyes Spirit Dragon possess a permanent lair and frequent it enough to build up a treasure horde, expect it to consist mostly of offerings from the Order with Eyes of Blue. Their disdain for spellcasters means they are more likely to destroy any spellbooks or magical implements they obtain from defeated Lichs and wizards, though a rare magical artifact of an interesting nature might intrigue then enough to take it back to their lair instead.
Lair Actions
On initiative count 20 (losing initiative ties), the Blue Eyes Spirit Dragon takes a lair action to cause one of the following effects:
- The spirits of nature rouse against the enemies of the Blue Eyes Spirit Dragon, causing trees, rocks, and grasses in a 60-foot cube centered on a point the dragon can see to become animated. The resulting effect depends on the terrain of the affected area:
- Grasses and Undergrowth. Any area of ground in the cube that is covered by grass or undergrowth is difficult terrain for your enemies.
- Any enemy creature within 10 feet of any tree in the cube must succeed on a Dexterity saving throw or take 14 (4d6) Slashing damage from whipping branches.
- Roots and Vines. Each creature that is on the ground in the cube must succeed on a Strength saving throw or become restrained until initiative count 20 on the next round. A restrained creature can use an action to make a DC 15 Strength (Athletics) check, ending the effect on itself on a success.
- Rocks. Loose rocks launch at every creature within the cube. Each creature must make a DC 15 Dexterity saving throw. On a failure, the creature takes 14 (3d8) nonmagical Bludgeoning damage and must succeed on a DC 15 Strength saving throw or fall prone. On a success, the creature takes half damage and is unaffected.
- Two Nature Spirits manifest, appearing in unoccupied spaces that the Blue Eyes Spirit Dragon can see within 100 ft. They act immediately and on initiative count 20 in subsequent rounds and obey the dragon’s telepathic commands. They remain until Blue Eyes Spirit Dragon uses this action again. If Blue Eyes Spirit Dragon dies, the spirits become free-willed creatures.
- The Blue Eyes Spirit Dragon draws in some of the ambient energy from the surrounding environment. The dragon can roll hit dice as if taking a short rest and roll to recharge its breath weapon if it is not already recharged.
Regional Effects
The region containing a Blue Eyes Spirit Dragon’s lair is warped by the dragon’s presence, which creates one or more of the following effects.
- All light sources seem to shine brighter and harsher within the region. This light seems to be infused with the Blue Eyes essence, interfering with spellcasting. Saving throws to maintain Concentration on spells are made at disadvantage while within 5 miles of the lair.
- Plant life within 5 miles of the Blue Eyes Spirit Dragon’s lair grow with a strong, almost defiant resilience to arcane manipulation. Any Spell or ability that allows for the manipulation of surrounding plants will automatically fail if cast within the area.
- The very air within 5 miles of the Blue Eyes Spirit Dragon’s lair seems to hum with life energy, actively opposing death and decay. Any Undead creature within the area is Weakened, cutting any damage they inflict in half.
If the dragon dies or moves its lair elsewhere, these effects end immediately.
