Traits

Legendary Resistance (4/Day, or 5/Day in Lair). If the Blue Eyes Chaos Dragon fails a saving throw, it can choose to succeed instead.

Flyby. The Blue Eyes Chaos Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.

Chaos with Eyes of Blue. Blue Eyes Chaos Dragon possess a body overflowing with chaotic magic, imbuing its melee attacks with an additional 4 (1d8) damage on each successful hit.  The damage type of this extra damage is determined by the number rolled on the additional dice:

  • 1 - Acid
  • 2 - Cold
  • 3 - Fire
  • 4 - Force
  • 5 -  Lightning
  • 6 - Poison
  • 7 - Psychic
  • 8 - Thunder

Magic Weapons. The Blue Eyes Chaos Dragon's weapon attacks are magical.

Magic Resistance. The Blue Eyes Chaos Dragon has advantage on saves against all spells and spell like abilities.

Defense Piercing. When the Blue Eyes Chaos Dragon makes a weapon attack and misses, the target still takes the dragon's Strength Modifier (8) as non-resistible damage.

Actions

Multiattack. The Blue Eyes Chaos Dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.  It can replace its bite attack with a use of Spellcasting.

Bite. Melee Attack Roll: +15, reach 15 ft. Hit: 19 (2d10 + 8) Piercing damage plus 11 (2d10) Lightning damage plus 4 (1d8) Variable damage.

Claw. Melee Attack Roll: +15, reach 10 ft. Hit: 17 (2d8 + 8) Slashing plus 4 (1d8) Variable damage.

Tail. Melee Attack Roll: +15, reach 20 ft. Hit: 19 (2d10 + 8) Bludgeoning damage plus 4 (1d8) Variable damage.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 22 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Call of Chaos (3/day). The Blue Eyes Chaos unleashes a roar filled with its chaotic essence, scrambling the rules of reality to a degree.  Each creature of the Blue Eyes Chaos Dragon's choice that is within 120 feet of the dragon must succeed on a DC 22 Wisdom saving throw.   Every creature that fails has their Ability and Proficiency modifiers set to 0 until the end of the Blue Eyes Chaos Dragon's next turn.  A creature that saves is unaffected.

The Blue Eyes Chaos Dragon can only use this ability three times per battle.

Chaos Burst Stream (Recharge 5–6). Dexterity Saving Throw: DC 20, each creature in a 120-foot-long, 10-foot-wide Line. Failure: 83 (15d10) Force damage. Success: Half damage.

Spellcasting. The Blue Eyes Chaos Dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 22, +14 to hit with spell attacks):

At Will: Detect Magic, Chaos Bolt (Level 4 version), Phantasmal Force, Enemies Abound

3/Day Each: Counterspell, Crown of Madness, Confusion, Scatter

1/Day Each: Sickening Radiance (no Concentration), Reverse Gravity (no Concentration), Synaptic Static, Mental Prison

Legendary Actions

Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the Blue Eyes Chaos Dragon can expend a use to take one of the following actions. The Blue Eyes Chaos Dragon regains all expended uses at the start of each of its turns.

Tail Attack. The Blue Eyes Chaos Dragon makes a Tail attack.

Chaos Flare. The Blue Eyes Chaos Dragon uses Spellcasting to cast Chaos Bolt (Level 4 version). The dragon can’t take this action again until the start of its next turn.

Wingbeat of Giant Dragon (Costs 2 Actions). The Blue Eyes Chaos Dragon beats its wings. Each creature within 10 ft. of the dragon must succeed on a DC 23 Dexterity saving throw or take 15 (2d6 + 8) Bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

Chaos Lightning (Costs 3 Actions). The Blue Eyes Chaos Dragon exhales a breath of lightning in a 30- foot cone. Each creature in that line must make a DC 20 Dexterity saving throw, taking 30 (10d6) Lightning damage on a failed save, or half as much damage on a successful one.

Description

All Blue Eyes White Dragons trace their ancestry to both Chromatic and Metallic dragons.  Every now and then, however, a Blue Eyes finds itself, whether through ideology, disposition, or genetic mutation, manifesting traits of one side of its heritage more than the other.  These dragons develop unique forms and abilities not found in other Blue Eyes White Dragons, making their already awesome might even more formidable.

This Blue Eyes could be described as all the worst traits of the average Blue Eyes White Dragon taken to the extreme.  It has an evil personality more in line with the proclamations of Tiamat and its Blue Dragon heritage, but somehow with none of its lawful leanings.  Indeed, this dragon embodies chaos, in behavior and essence.  Even more aggressive than the rare Blue Eyes Alternative White Dragon, the Blue Eyes Chaos Dragon is an engine of destruction that destroys just for the sake of destruction, kills just for the sake of killing, and abhors any form of peace and tranquility.  So deeply ingrained is this mindset of chaos, that even its own innate power has warped into something that can mess with the laws of the world by itself.  To this day, no one knows how this subspecies of Blue Eyes came into being, whether through some random mutation, a short-sided wizard’s arcane ritual gone wrong, or a push from Tiamat herself to bring this dragon species back to its evil roots.  Either way, the Blue Eyes Chaos Dragon is a menace to all in its path and holds the distinction of being the only Blue Eyes dragon species to be abhorred by the Order with Eyes of Blue.

Lair and Lair Actions

It was with great effort and support from both the Azure Eyes Silver Dragons and Blue Eyes Spirit Dragons that the Order with Eyes of Blue successfully defeated the Blue Eyes Chaos Dragons and banished them away to the Elemental Plane of Chaos.  There, they like to nest in places where influxes of chaotic magic are common, feeding off it to further strengthen their own chaotic essence.  Since their banishment, no Blue Eyes Chaos Dragon has been reported to remain in the material planes, much less a Blue Eyes Chaos Dragon lair.  However, dark forces with nefarious intent have used profane rituals to summon one from time to time in the past, typically when they needed a beast of mass destruction to demolish whatever lay in their path.  Such a practice is risky; the Blue Eyes Chaos Dragon cares not for allegiance or honor and will just as easily turn its power on its summoner when given the chance; Only those whose power is great enough to conquer their own will the dragons listen to, and even then, they will quickly turn if a moment of weakness is sensed.  In present times, any Blue Eyes Chaos Dragon encountered outside the Elemental Plane of Chaos will have been summoned from there by some dumb shmuck, who then proceeded to lose control of it (and likely their lives as well).  Given their destructive (and not at all subtle) nature, these dragons tend to not last long enough to create a lair before the forces of the Order with Eyes of Blue or some other good-aligned force rallies to destroy them. Any lair they do take is usually whatever suitable dwelling still remains in the wake of their destruction (abandoned structures, deserted caves, ruins, etc.).  The Blue Eyes Chaos Dragon cares only for destruction, not treasure of any form.  They do not create treasure hordes.  In fact, the reward for successfully slaying a Blue Eyes Chaos Dragon would come from the Order with Eyes of Blue in gratitude for your help.  The Blue Eyes Chaos Dragon’s chaos infused body and essence could also prove immensely interesting and useful to the research of a cunning wizard if studied, provided they are willing to accept the potential consequences for doing so.

Lair Actions

On initiative count 20 (losing initiative ties), the Blue Eyes Chaos Dragon takes a lair action to cause one of the following effects:

  • The chaotic aura of the Blue Eyes Chaos Dragon flares outward, discombobulating all those present.  All creatures within 60 ft of the dragon must make a DC 22 Wisdom saving throw or suffer the effects of the Confusion spell. This effect lasts until initiative count 20 on the next round.
  • A cloud of sand swirls about in a 20-foot-radius sphere centered on a point the dragon can see within 120 feet of it. The cloud spreads around corners. Each creature in the cloud must succeed on a DC 15 Constitution saving throw or be blinded for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
  • The ambient chaotic energy within the air of the lair grows thick, dulling the arcane senses. Until initiative count 20 on the next round, all enemy creatures have disadvantage when making Concentration checks on maintaining spells.
  • [In the Elemental Plane of Chaos only] The Blue Eyes Chaos Dragon draws in some of the ambient chaotic energy from the surrounding environment.  The dragon regains a use of its Call of Chaos, and its breath weapon is automatically recharged.  Once this lair action is used, it cannot be used again until each other lair action has been used.

Regional Effects

The region containing a Blue Eyes Chaos Dragon’s lair is warped by the dragon’s presence, which creates one or more of the following effects.

  • The chaotic essence of the Blue Eyes Chaos Dragon has messed with the flow of arcane energy in the surrounding area, producing unusual effects on magic.  When a creature casts as spell within 5 miles of the dragon’s lair, they need to roll a d20.  On a 17 or higher, the spell is treated as if it is wild magic and the caster has to roll on the wild magic table.  If the lair is located in the Elemental Plane of Chaos, this effect trigger on a roll of 10 or higher.
  • A chaotic miasma has settled in the air, creating auditory and visual hallucinations at random.  Any creature within 5 miles of the Blue Eyes Chaos Dragon’s lair has to make a DC 15 Wisdom saving throw or experience a brief hallucination.  This hallucination can be anything as simple as a disembodied shout or as complex as a full-on mirage.  How often these occur is left up to the DMs discretion.
  • The Blue Eyes Chaos Dragon’s path of destruction has driven away all wildlife from the surrounding area, including beasts and monstrosities with a CR of below 20.  No wild creature remains within 5 miles of the dragon’s lair, unless its nature is such that it was drawn to the area by the dragon’s actions.

If the dragon dies or moves its lair elsewhere, these effects end immediately.
