Traits

Legendary Resistance (3/Day, or 4/Day in Lair). If the Blue Eyes Twin Burst Dragon fails a saving throw, it can choose to succeed instead.

Two Heads Are Better Than One. The Blue Eyes Twin Burst Dragon has advantage on Wisdom (Perception) checks and on saving throws against the Confusion spell and any condition it is not already immune to.  This includes charmed, deafened, exhaustion, fatigued, grappled, incapacitated, invisible, petrified, poisoned, prone, restrained, stunned, and unconscious.  Additionally, the Blue Eyes Twin Burst Dragon gets an extra Reaction that can be used only for Opportunity Attacks

Fusion Nature. A Blue Eyes Twin Burst Dragon can be created by fusing two Blue Eyes White Dragons (or Blue Eyes Alternative White Dragons) together with Polymerization or another suitable fusion spell/ability/item.  Similarly, using De-fusion or a similar reverse fusion spell/ability/item on one will revert it back into two Blue Eyes White Dragons (or Blue Eyes Alternative White Dragons) and any damage the Blue Eyes Twin Burst Dragon received prior will be split between the two dragons.

Flyby. Blue Eyes Twin Burst Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.

Majesty with Eyes of Blue. Blue Eyes Twin Burst Dragon possess a majestic body of sharp, crystal-like scales, increasing the lethality of its melee attacks and dealing an extra 4 (1d8) Slashing damage on each successful hit.

Banishing Authority. When the Blue Eyes Twin Burst Dragon successfully inflicts damage to a creature and lowers their Hit Points to 50 or lower, the creature must succeed on a DC 20 Charisma saving throw or be banished to a harmless demiplane.  The creature may repeat the saving throw at the beginning of each of its turns, reappearing on a success.  When 10 rounds pass, the creature reappears regardless of whether it made the save or not.

Spellcaster's Bane. Blue Eyes Twin Burst Dragon can sense the magical nature of spellcasters and has advantage on all attack rolls against them.

Actions

Multiattack. The Blue Eyes Twin Burst Dragon can use its Frightful Presence. It then makes four attacks: two with its bite and two with its claws.

Bite. Melee Attack Roll: +14, reach 15 ft. Hit: 19 (2d10 + 8) Piercing damage plus 11 (2d10) Radiant damage plus 4 (1d8) Slashing damage.

Claw. Melee Attack Roll: +14, reach 10 ft. Hit: 17 (2d8 + 8) Slashing damage plus 4 (1d8) Slashing damage.

Tail. Melee Attack Roll: +14, reach 20 ft. Hit: 19 (2d10 + 8) Bludgeoning damage plus 4 (1d8) Slashing damage.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 20 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Twin Burst Stream of Destruction (Recharge 5–6, use twice per recharge). Dexterity Saving Throw: DC 21, each creature in two separate 120-foot-long, 10-foot-wide Lines. Failure: 77 (14d10) Radiant damage. Success: Half damage.

Legendary Actions

Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the Blue Eyes Twin Burst Dragon can expend a use to take one of the following actions. The Blue Eyes Twin Burst Dragon regains all expended uses at the start of each of its turns.

Vision with Eyes of Blue. The Blue Eyes Twin Dragon makes a Wisdom (Perception) check.

Tail Attack. The Blue Eyes Twin Burst Dragon makes a Tail attack.

Wingbeat of Giant Dragon (Costs 2 Actions). The Blue Eyes Twin Burst Dragon beats its wings. Each creature within 10 ft. of the dragon must succeed on a DC 22 Dexterity saving throw or take 15 (2d6 + 8) Bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

White Lightning (Costs 3 Actions, use twice). The Blue Eyes Twin Burst Dragon exhales a breath of lightning in a 30- foot cone from each head. Each creature in those cones must make a DC 21 Dexterity saving throw, taking 30 (10d6) Lightning damage on a failed save, or half as much damage on a successful one.

Description

Many of the strongest Blue Eyes species can only come into being with the help of the Order with Eyes of Blue and their unique fusion spell, Polymerization.  Long ago, a pair of arrogant Blue Eyes White Dragons decided that having to rely on humanoid beings for such a power was beneath them.  They felt that if humanoids were capable of such a spell, then they would surely be able to use it too without needing a humanoid to cast it.  So the two Blue Eyes pooled what magical knowledge they had together and focused it on combining their minds and bodies together magically to create something greater......and they succeeded.  The two dragons merged into one being: the Blues Eyes Twin Burst Dragon.  This is where everything went downhill.  The new dragon quickly realized that having two prideful and arrogant personalities trying to control one body at the same time was not an ideal combination and immediately desired to return to their original separate states.  Unfortunately, reverse fusion proved to be beyond what the fused dragon was capable of, especially as any teamwork between the two fused personalties quickly broke down into trying to assert dominance over the other.  Now stuck together, yet still too prideful to admit their failure and seek help from humanoids, the two Blue Eyes White Dragons were forced to live out the remainder of their lives as one being constantly fighting for control with itself, neither humble enough to back down and end their continuous existence.....or so the story goes.

Aside from illustrating the dangers of hubris and pride, no one is sure how true that story is.  Multiple Blue Eyes Twin Burst Dragons have been encountered throughout history (ones with seemingly more balanced, harmonious existences than the subject of the fable), so if the story is true, the original fusion either birthed offspring or passed the secret of its fused state onto other Blue Eyes White Dragons, who repeated the phenomenon with better results.  Regardless of the answer, the Blue Eyes Twin Burst Dragon is the only Blue Eyes Dragon fusion species that exists naturally and can be encountered in the wild; all other fusion species were created by the Order with Eyes of Blue with fusion spells.  That said, the Order can and has created Blue Eyes Twin Burst Dragons as well, particularly when it seems like the power of a two headed dragon would handle a threat better than two separate dragons, yet the danger is not severe/serious enough to call upon an Ultimate dragon.  Indeed, the two heads are the Blue Eyes Twin Burst Dragon's biggest advantage (twice as many eyes, bites, and breaths) over other Blue Eyes species, which, along with its curious ability to banish targets temporarily, it uses to establish why a creature created from two dragons is more terrifying to face than 4 separate ones.

Lair and Lair Actions

Despite the extra head, the Blue Eyes Twin Burst Dragon's preferences for a lair is no different than that of a normal Blue Eyes White Dragon and it will often be found in similar environments.  Likewise, it shares similar habits when it comes to its treasure horde, though it prefers magic items than come in pairs for some reason (earrings, gauntlets, shoes, etc).  At least two White Stones of Legend or White Stones of Ancients will be found in a Blue Eyes Twin Burst Dragons' horde.

Lair Actions

On initiative count 20 (losing initiative ties), the Blue Eyes Twin Burst Dragon takes a lair action to cause one of the following effects:

  • The majestic aura of the Blue Eyes Twin Burst Dragon flares outward, demanding reverence and respect.  All creatures within 60 ft of the dragon must make a DC 20 Charisma saving throw or be stunned into silence.  A creature under this effect cannot make any Bonus Actions or Reactions and any spells requiring verbal components cannot be cast.  This effect lasts until initiative count 20 on the next round.
  • Two bolts of lightning flash down from the sky to two, separate points the Blue Eyes Twin Burst Dragon can see. Each creature within 5 feet of those points must make a DC 15 Dexterity saving throw. A creature takes 17 (3d10) lightning damage on a failed save, or half as much damage on a successful one.

Regional Effects

The region containing a Blue Eyes Twin Burst Dragon’s lair is warped by the dragon’s presence, which creates one or more of the following effects.

  • All light sources seem to shine brighter and harsher within the region.  This light seems to be infused with the Blue Eyes essence, interfering with spellcasting.  Saving throws to maintain concentration on spells are made at disadvantage while within the region.
  • Rainless thunderstorms rage within 1 mile of the Blue Eyes' lair.  The constant flashes and booming thunder grants disadvantage to all perception checks made by those who enter the within range (excluding the Blue Eyes Twin Burst Dragon).
  • Wildlife within 5 miles of the Blue Eyes Twin Burst Dragon's lair displays the odd habit of traveling, foraging, and hunting in pairs at all times.  Furthermore, the tendency of creatures, both domestic and wild, to be born with the mutation of multiple heads increases significantly while within 5 miles of the lair.

If the dragon dies or moves its lair elsewhere, these effects end immediately.
