Traits

Legendary Resistance (3/Day, or 4/Day in Lair). If the Blue Eyes Tyrant Dragon fails a saving throw, it can choose to succeed instead.

Runic. When the Blue Eyes Tyrant Dragon is targeted by a spell that targets a single creature or a set number of creatures, it absorbs the spell and negates the effects on itself (other creatures targeted by the spell are still affected).  The Blue Eyes Tyrant Dragon can then use this spell one time at the level it was cast in a similar manner to a Ring of Spell Storing (Spellcasting modifier is Charisma).  For spells with area of effects, it doesn't absorb them, but makes saving throws at advantage.

Mimicry. The Blue Eyes Tyrant Dragon can mimic any sound it has heard, including voices.  A creature that hears a mimicked sound can tell they are imitations with a successful DC 21 Wisdom (Insight) check.

Spellcaster's Bane. Blue Eyes Tyrant Dragon can sense the magical nature of spellcasters and has advantage on all attack rolls against them.

Actions

Multiattack. The Blue Eyes Tyrant Dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.  It can replace its bite attack with a Magic Action to cast any spell it has absorbed with Runic.

Bite. Melee Attack Roll: +16, reach 15 ft. Hit: 20 (2d10 + 9) Piercing damage plus 11 (2d10) Radiant damage.

Claw. Melee Attack Roll: +16, reach 10 ft. Hit: 18 (2d8 + 9) Slashing damage.

Tail. Melee Attack Roll: +16, reach 20 ft. Hit: 20 (2d10 + 9) Bludgeoning damage.  If the target is a creature, it must succeed on a DC 24 Strength saving throw or be knocked prone.

Tail Stab. Melee Attack Roll: +16, reach 20 ft. Hit: 20 (2d10 + 9) Piercing damage.  If the target is a creature of flesh and blood, it must succeed on a DC 24 Constitution saving throw or suffer the Bleeding condition, taking 17 (3d10) Bleed damage on their turn for three rounds.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 21 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Tyrant Wing. The Blue Eyes Tyrant Dragon flaps its wings, releasing a shockwave of golden light.  All creatures within 20 ft. of the dragon must succeed on a DC 24 Dexterity saving throw or take 22 (4d10) Radiant damage and 22 (4d10) Bludgeoning damage.  Creatures that fail the save are knocked back 30 ft. from the dragon and are knocked prone.  Creatures that save take half damage and remain unaffected.

Tyrant Burst Stream (Recharge 5–6). Dexterity Saving Throw: DC 23, each creature in a 120-foot-long, 10-foot-wide Line. Failure: 77 (14d10) Radiant damage. Success: Half damage.

Legendary Actions

Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the Blue Eyes Tyrant Dragon can expend a use to take one of the following actions. The Blue Eyes Tyrant Dragon regains all expended uses at the start of each of its turns.

Vision with Eyes of Blue. The Blue Eyes Tyrant Dragon makes a Wisdom (Perception) check.

Tail Attack. The Blue Eyes Tyrant Dragon makes a Tail attack.

Skewer (Costs 2 Actions). The Blue Eyes Tyrant Dragon makes a Tail Stab attack.

White Lightning (Costs 3 Actions). The Blue Eyes Tyrant Dragon exhales a breath of lightning in a 30- foot cone. Each creature in that cone must make a DC 23 Dexterity saving throw, taking 30 (10d6) Lightning damage on a failed save, or half as much damage on a successful one.

Description

The wise magical sage Edwardicus Murphy once said "If there's more than one way to use a spell, and one of those ways will result in disaster, the somebody will use it that way".  This phrase went on to become the basis of what the magic community knows as Murphy's Law of Magic and still comes back to haunt foolhardy wizards and sorcerers to this day.  Whether it be a poorly placed Delayed Fireball in an air-tight room or a Charm spell on a predatory beast that backfired horribly, spellcasters always find new and innovative ways to misuse their spells to create disastrous outcomes.  No where better is this demonstrated than in the case of the Blue Eyes Tyrant Dragon.

It all started when a particularly ancient and battle-hungry Fang Dragon (one of the few still remaining) by the name of Critias decided that the prosperous kingdom near where he had made his lair would make a fine foundation for the start of his own empire of conquest and proceeded to launch an invasion.  Fortunately for the kingdoms defenses (which were not at all prepared to repel an ancient dragon of any type), a member of the Order with Eyes of Blue happened to reside within the city's borders and was able to call upon the aid of a Blue Eyes White Dragon to battle the draconic invader.  Unfortunately for that same city, this particular member (who went by the name of Alister) was a bit shortsighted and had a tendency to not think things through very well.  It is unknown who would have emerged victorious in that battle were it allowed to conclude properly (Critias had size and strength on his side, but the Blue Eyes had stronger flight, better maneuverability, and a powerful breath weapon that could strike from a distance), but halfway through, Alister got the idea in his head to use the Order's unique spell, Polymerization, to fuse the two dragons together mid combat.  "It would remove the threat and make a stronger, better Blue Eyes to help the Order", he reasoned.  "Kisara fuses Blue Eyes all the time, this will be no different", he thought.  It never occurred to him that fusing two different dragons with vastly different alignments (Chaotic Evil and Lawful Neutral respectively) may result in a monstrosity of a creature with personality issues who might not be on his side anymore.  Needless to say, that is precisely what happened: the new dragon was even more violent than the old one and just as determined to claim the city as its own, but now had the power and breath weapon of a Blue Eyes along with its gargantuan might.  Even worse, the combined magics of the two dragons produced another, more frightening ability: After Alister realized his mistake (even he is not that thick-headed), he immediately attempted to De-Fuse the dragon back into the original Fang and Blue Eyes and discovered to his horror that his spell was absorbed by the dragon and turned back on him, De-Fusing his skeleton from his body (it was as disgusting as it sounds).  It was only the arrival of reinforcements from the Order with Eyes of Blue, including Kisara and a Blue Eyes Ultimate Dragon, that finally drove the dragon from what remained of the kingdom (which wasn't much).  The fused dragon, which from that day forward would be known as the Blue Eyes Tyrant Dragon, retreated into the wilderness, never to be seen again.

No one knows what became of the dragon after that; the Order still has eyes and ears out there searching for any sign of its presence, but have found nothing (almost as if it is smart enough to avoid their notice, for now).  Occasionally, rumors will surface of a city or town that is plundered and destroyed in a single night by an army of vicious marauders lead by a massive dragon with blue eyes, whose shining wings seem to repel any spell that targets it.  However, any time the Order or other forces goes to investigate, all they find is the charred ruins of civilization bereft of any treasure and resources it once possessed.  If the rumors are true, it would seem the Blue Eyes Tyrant Dragon has not forgotten the goal of conquest Critias once strived for and is amassing followers, supplies, and territory in preparation for some larger campaign.  What that is and when it will strike can only be guessed at.

Lair and Lair Actions

No one has yet to discover the lair of the Blue Eyes Tyrant Dragon and all attempts to track it from the site of its raids have proven fruitless.  The Dragon seems to make every effort to conceal its plundering from the eyes of those who it is not ready to face head on (such as the Order with Eyes of Blue).  It is theorized that if a lair does exist, it is likely in the ruins of one of the dragon's past conquests that is well hidden from sight, such as an underground dwarven stronghold or a wizard's abandoned citadel.  There the dragon (and what followers it has recruited/enslaved) gathers its plundered riches and resources, building the strength of its army, and plans its next attack while biding its time until its forces are mighty enough for all out war.  Until then, it uses spies and magic to keep tabs on those who would search out its lair, taking out the ones who get too close or learn too much.  It is unknown how many of the fallen villages, cities, and kingdoms across history are the result of the Blue Eyes Tyrant Dragon's work, but it is likely it has amassed quite a stockpile of gold, silver, platinum, gems, assorted valuables, weapons, armor, magic items, and spell tomes in preparation for a long campaign.  Any adventuring party that manages to locate the dragon's lair, defeat its minions, and silence the beast itself will be rewarded with this armies worth of treasure.  As a one of a kind hybrid, the dragon itself can also yield some interesting materials for study: its wings in particular can be harvested for their unique magic to create magic items such as Rings of Spell Storing.

Lair Actions

On initiative count 20 (losing initiative ties), the Blue Eyes Tyrant Dragon takes a lair action to cause one of the following effects:

  • The majestic aura of the Blue Eyes Tyrant Dragon flares outward, demanding reverence and respect.  All creatures within 60 ft of the dragon must make a DC 15 Charisma saving throw or be stunned into silence.  A creature under this effect cannot make any Bonus Actions or Reactions and any spells requiring verbal components cannot be cast.  This effect lasts until initiative count 20 on the next round.
  • Two magical traps are placed on separate 10 ft. by 10 ft. squares that the dragon can see within 120 ft. of it.  These traps are invisible to the naked eye until activated, but can be seen with Truesight and sensed with Detect Magic.  The first creature to move through one of these squares must make a DC 15 Dexterity saving throw or take 10 (3d6) non-resistible magic damage.  Creatures take half damage on a save.  Once a trap is triggered, it fades away and the space becomes safe again.  Traps will remain where they are placed until triggered.
  • Four Half-Blue Dragon Gladiators enter from various connecting hallways, corridors, or rooms to assist their draconic ruler. They act immediately and on initiative count 20 in subsequent rounds and obey the dragon’s telepathic commands.  They remain until killed.  If the Blue Eyes Spirit Tyrant dies, the Gladiators flee for their lives.

Regional Effects

The region containing a Blue Eyes Tyrant Dragon’s lair is warped by the dragon’s presence, which creates one or more of the following effects.

  • Animals will not willingly approach within 1 mile of the lair.
  • All light sources seem to shine brighter and harsher within the region.  This light seems to be infused with the Blue Eyes essence, interfering with spellcasting.  Saving throws to maintain concentration on spells are made at disadvantage while within the region.
  • Within 1 mile of its lair, the dragon leaves no physical evidence of its passage unless it wishes to. Tracking it there is impossible except by magical means. In addition, it ignores movement impediments and damage from plants and rocks in this area that are neither magical nor creatures. These obstacles remove themselves from the dragon’s path.

If the dragon dies or moves its lair elsewhere, these effects end immediately.
