Traits

Legendary Resistance (4/Day). If the Blue Eyes Ultimate Dragon fails a saving throw, it can choose to succeed instead.

The Ultimate Blue-Eyed Legend (Recharges after a Short or Long Rest). If the Blue Eyes Ultimate Dragon would be reduced to 0 Hit Points, its current Hit Points is instead reset to 450 Hit Points, it recharges its Breath Weapon, and it regains any expended uses of Legendary Resistance. Additionally, the Blue Eyes Ultimate Dragon can now use the options in the “Mythic Actions” section for 1 hour. Award a party an additional 120,000 XP (240,000 XP total) for defeating the Blue Eyes Ultimate Dragon after its Ultimate Awakening activates.

Three Heads Are Better Than One. When making a Wisdom (Perception) check or a saving throw against the Confusion spell or any condition it is not already immune to, the Blue Eyes Ultimate Dragon rolls three times and uses the highest result.  This includes charmed, deafened, exhaustion, fatigued, grappled, incapacitated, invisible, petrified, poisoned, prone, restrained, stunned, and unconscious.  Additionally, the Blue Eyes Ultimate Dragon gets two extra Reactions that can be used only for Opportunity Attacks.

Fusion Creature. A Blue Eyes Ultimate Dragon can only be created by fusing three Blue Eyes White Dragons together with Polymerization or another suitable fusion spell/ability/item.  Similarly, using De-fusion or a similar reverse fusion spell/ability/item on one will revert it back into three Blue Eyes White Dragons and any damage the Blue Eyes Ultimate Dragon received prior will be split between the three dragons.

Flyby. Blue Eyes Ultimate Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.

Ultimate Majesty with Eyes of Blue. Blue Eyes Ultimate Dragon possess a majestic body of sharp, crystal-like scales, increasing the lethality of its melee attacks and dealing an extra 9 (2d8) Slashing damage on each successful hit.

Ultimate Creature of Destruction. When the Blue Eyes Ultimate Dragon succeeds on a saving throw for half damage, it instead takes no damage.

Spellcaster's Bane. Blue Eyes Ultimate Dragon can sense the magical nature of spellcasters and has advantage on all attack rolls against them.

Unusual Nature. The Blue Eyes Ultimate Dragon doesn't require food or drink

Actions

Multiattack. The Blue Eyes Ultimate Dragon can use its Frightful Presence. It then makes five attacks: three with its bite and two with its claws.

Bite. Melee Attack Roll: +18, reach 15 ft. Hit: 21 (2d10 + 10) Piercing damage plus 13 (2d12) Radiant damage plus 9 (2d8) Slashing damage.

Claw. Melee Attack Roll: +18, reach 10 ft. Hit: 19 (2d8 + 10) Slashing damage plus 9 (2d8) Slashing damage.

Tail. Melee Attack Roll: +18, reach 20 ft. Hit: 21 (2d10 + 10) Bludgeoning damage plus 9 (2d8) Slashing damage.  If the target is a creature, it must succeed on a DC 26 Strength saving throw or be knocked prone.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 23 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Breath Weapon (Recharge 3-6, see Neutron Blast). Blue Eyes Ultimate Dragon uses one of the following breath weapons as an action:

Burst Stream of Destruction. Dexterity Saving Throw: DC 26, each creature in a 300-foot-long, 10-foot-wide Line. Failure: 66 (12d10) Radiant damage. Success: Half damage.

Neutron Blast (Recharge 6). Dexterity Saving Throw: DC 26, each creature in a 300-foot cone. Failure: 98 (15d12) Radiant damage. Success: Half damage.

Legendary Actions

Legendary Action Uses: 4. Immediately after another creature’s turn, the Blue Eyes Ultimate Dragon can expend a use to take one of the following actions. The Blue Eyes Ultimate Dragon regains all expended uses at the start of each of its turns.

Vision with Eyes of Blue (Costs 1 Action). The Blue Eyes Ultimate Dragon makes a Wisdom (Perception) check.

Tail Attack (Costs 1 Action). The Blue Eyes Ultimate Dragon makes a Tail attack.

Wingbeat of Giant Dragon (Costs 2 Actions). The Blue Eyes Ultimate Dragon beats its wings. Each creature within 20 ft. of the dragon must succeed on a DC 26 Dexterity saving throw or take 17 (2d6 + 10) Bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

White Lightning (Costs 3 Actions). The Blue Eyes Ultimate Dragon exhales a breath of lightning in a 40- foot cone. Each creature in that cone must make a DC 26 Dexterity saving throw, taking 45 (10d8) Lightning damage on a failed save, or half as much damage on a successful one.

Mythic Actions

If the Blue Eyes Ultimate Dragon’s The Ultimate Blue-Eyed Legend trait has activated in the last hour, it can use the options below as legendary actions.

Bite (Costs 1 Action). The Blue Eyes Ultimate Dragon makes one Bite attack.

Dragon's Glare (Costs 2 Actions). The Blue Eyes Ultimate Dragon fixes one creature that can see it within 120 ft. of itself with a glare filled with draconic magic.  This creature must succeed on a DC 23 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Flare Star (Costs 3 Actions). The Blue Eyes Ultimate Dragon releases a homing flare of energy from each of its head.  Each flare strikes a creature of the dragon's choice that it can see within 60 ft.  A flare deals 21 (6d4 + 6) Force damage to its target and any other creature within 5 ft. of that target. The flares all strike simultaneously, and they can be directed to hit one creature or several.

Description

Any one who has been lucky enough to survive a battle with a Blue Eyes White Dragon will tell you that the strength of the dragon is terrifying to behold.  This is why the mere idea of facing a monster with the strength of three of them combined is enough to make even the strongest of warriors quake in fear.  Widely regarded as the ultimate beast of destruction, the Blue Eyes Ultimate Dragon has strength rivaling that of the mightiest of Greatwyrms, despite not technically being a Greatwyrm itself.  Indeed, the Blue Eyes Ultimate Dragon is not a natural creature; there has yet to be any reported case of a Blue Eyes White Dragon reaching the state of the Blue Eyes Ultimate Dragon on it own (mercifully).  Instead, the Blue Eyes Ultimate Dragon can only come into existence by the fusing together of three Blue Eyes White Dragons using a fusion spell such as Polymerization or a magic item/ability with a similar effect.  The result is a beast that blends immense size, incredible strength and near invulnerability into a unified engine of monstrous destruction.

Only the Order with Eyes of Blue can reasonably create a Blue Eyes Ultimate Dragon, given they are the ones who hold the secret of the fusion spell (creatures such as this are part of the reason they keep the knowledge of that spell so secret).  They do not bring it out lightly; If the Blue Eyes White Dragon is the fist of the Order and dragons such as the Azure Eyes Silver Dragon and Blue Eyes Spirit Dragon the hammers, then the Blue Eyes Ultimate Dragon is the whole anvil, their ultimate trump card.   Even the highest ranked of members need direct approval from Kisara herself (and the three Blue Eyes White Dragons in question) before ever attempting to create one.  The Blue Eyes Ultimate Dragon can just as easily wipe out everything before it along with its intended target, something the Order with Eyes of Blue does not seek.  Therefore, they only summon it when all else has failed and/or the stakes are so high, they cannot afford to lose (such as a battle where Kisara is in danger of death).  To come face to face with the beast is a sign that the Order with Eyes of Blue considers you the gravest of threats that can't be ignored and wants you dead, for none have survived the Blue Eyes Ultimate Dragon's wrath once it sets its sights on them.
