Traits

Legendary Resistance (3/Day). If the Blue Eyes Vision Dragon fails a saving throw, it can choose to succeed instead.

Autonomous Deflection. The Blue Eyes Vision Dragon's AC includes its Proficiency bonus.

Flyby. Blue Eyes Vision Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.

Illusionary Construct. When a creature first sees the Blue Eyes Vision Dragon, it must make a DC 19 Intelligence saving throw.  If it fails, it sees the dragon as a Blue Eyes White Dragon and believes it is so (use the stat block for the Blue Eyes White Dragon when making attacks and saves against this creature).  A creature that takes a Study action to examine the dragon can determine its true nature with a successful DC 19 Intelligence (Investigation) check.  If a creature fails this check three times, it is Charmed into believing the dragon is a Blue Eyes White Dragon and cannot be convinced otherwise unless the condition is removed.  If the Blue Eyes Vision Dragon uses its Incorporeal Movement, a creature that sees it can make this check with Advantage.

Incorporeal Movement.  The Blue Eyes Vision Dragon can move through other creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.

Unusual Nature. The Blue Eyes Vision Dragon doesn’t require air, food, drink, or sleep.

Actions

Multiattack. The Blue Eyes Vision Dragon can use its Frightful Presence. It then makes three attacks: one with its Illusionary Bite and two with its Illusionary Claws.

Illusionary Bite. Melee Attack Roll: +12, reach 15 ft. Hit: 17 (2d10 + 6) Psychic damage.

Illusionary Claw. Melee Attack Roll: +12, reach 10 ft. Hit: 15 (2d8 + 6) Psychic damage.

Illusionary Tail. Melee Attack Roll: +12, reach 20 ft. Hit: 17 (2d10 + 6) Psychic damage.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Psychic Burst Stream (Recharge 5–6). Dexterity Saving Throw: DC 19, each creature in a 120-foot-long, 10-foot-wide Line. Failure: 54 (12d8) Psychic damage.  Each creature in that area must make a DC 19 Constitution saving throw or be Incapacitated until the start of the Blue Eyes Vision Dragon's next turn. Success: Half damage and is unaffected.

Legendary Actions

Legendary Action Uses: 3. Immediately after another creature’s turn, the Blue Eyes Vision Dragon can expend a use to take one of the following actions. The Blue Eyes Vision Dragon regains all expended uses at the start of each of its turns.

Psychic Sense. The Blue Eyes Vision Dragon makes a Wisdom (Perception) check.

Illusionary Tail Attack. The Blue Eyes Vision Dragon makes an Illusionary Tail attack.

Illusionary Wingbeat of Giant Dragon (Costs 2 Actions). The Blue Eyes Vision Dragon beats its incorporeal wings. Each creature within 10 ft. of the dragon must succeed on a DC 20 Dexterity saving throw or take 13 (2d6 + 6) Psychic damage and be knocked prone. The dragon can then fly up to half its flying speed.

Psychic Lightning (Costs 3 Actions). The Blue Eyes Vision Dragon exhales a breath of psionic lightning in a 30- foot cone. Each creature in that cone must make a DC 21 Dexterity saving throw, taking 30 (10d6) Psychic damage on a failed save, or half as much damage on a successful one.

Description

The sight of a enraged Blue Eyes White Dragon is enough to frighten most creatures in this world.  This is something certain entities have picked up on and, much like many other creatures in nature, attempt to use to its advantage.  The Blue Eyes Vision Dragon is one such creature, an enigmatic entity that is not a dragon at all.  In fact, it is not even a true, living creature, but a construct of raw, psionic energy that somehow achieved sentience (though just barely).  It does not need to eat, it does not need to sleep, and it seems to have no allegiance or alignment (or the ability to communicate at all).  To the average onlooker, the Blue Eyes Vision Dragon looks for all intents and purposes just like a Blue Eyes White Dragon and behaves as such (or at least as an angry one would).  Yet a closer look reveals the entities in-corporealness and lack of true sapience.  Why it appears as a Blue Eyes White Dragon is a mystery to ponder; perhaps it is the leftover mental energy of an enraged Blue Eyes that met its end or a Blue Eyes had a hand in its creation.  Or maybe it is just an abnormal organism who emulates the Blue Eyes for a similar reason a Mimic emulates a chest (though its lack of need to feed brings the question of why it needs to emulate a dragon).  Whatever the case, the only goal the Blue Eyes Vision Dragon seems to have is to attack anything it comes across, as if it is a machine whose only programmed purpose is to emulate what a feral dragon would do when faced with an unlucky adventurer.
