Traits

Legendary Resistance (4/Day). If the Blue Eyes Alternative Ultimate Dragon fails a saving throw, it can choose to succeed instead.

The Ultimate Blue-Eyed Legend (Recharges after a Short or Long Rest). If the Blue Eyes Alternative Ultimate Dragon would be reduced to 0 Hit Points, its current Hit Points is instead reset to 450 Hit Points, it recharges its Breath Weapon, and it regains any expended uses of Legendary Resistance. Additionally, the Blue Eyes Alternative Ultimate Dragon can now use the options in the “Mythic Actions” section for 1 hour. Award a party an additional 120,000 XP (240,000 XP total) for defeating the Blue Eyes Alternative Ultimate Dragon after its Ultimate Awakening activates.

Three Heads Are Better Than One. When making a Wisdom (Perception) check or a saving throw against the Confusion spell or any condition it is not already immune to, the Blue Eyes Alternative Ultimate Dragon rolls three times and uses the highest result.  This includes charmed, deafened, exhaustion, fatigued, grappled, incapacitated, invisible, petrified, poisoned, prone, restrained, stunned, and unconscious.  Additionally, the Blue Eyes Alternative Ultimate Dragon gets two extra Reactions that can be used only for Opportunity Attacks.

Fusion Creature. A Blue Eyes Alternative Ultimate Dragon can only be created by fusing three Blue Eyes Alternative White Dragons together with Polymerization or another suitable fusion spell/ability/item.  Similarly, using De-fusion or a similar reverse fusion spell/ability/item on one will revert it back into three Blue Eyes Alternative White Dragons and any damage the Blue Eyes Alternative Ultimate Dragon received prior will be split between the three dragons.

Flyby. Blue Eyes Alternative Ultimate Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.

Ultimate Divine Majesty with Eyes of Blue. Now charged with the divine draconic energy of three Blue Eyes Alternative White Dragons, the Blue Eyes Alternative Ultimate Dragon's majestic body of sharp, crystal-like scales is even more lethal than its regular counterpart.  As a result, all of its melee attacks deal an extra 9 (2d8) Slashing damage and 7 (1d12) Radiant damage on each successful hit.

Alternative Creature of Destruction. When the Blue Eyes Alternative Ultimate Dragon rolls for a saving throw and fails, it can roll again and use the second roll instead.  If it rolled with Advantage/Disadvantage for the first roll, it also rolls with Advantage/Disadvantage for the second roll.

Spellcaster's Bane. Blue Eyes Alternative Ultimate Dragon can sense the magical nature of spellcasters and has Advantage on all attack rolls against them.

Unusual Nature. The Blue Eyes Alternative Ultimate Dragon doesn't require food or drink

Actions

Multiattack. The Blue Eyes Alternative Ultimate Dragon can use its Frightful Presence. It then makes five attacks: three with its bite and two with its claws.

Bite. Melee Attack Roll: +18, reach 15 ft. Hit: 21 (2d10 + 10) Piercing damage plus 13 (2d12) Radiant damage plus 9 (2d8) Slashing damage plus 7 (1d12) Radiant damage

Claw. Melee Attack Roll: +18, reach 10 ft. Hit: 19 (2d8 + 10) Slashing damage plus 9 (2d8) Slashing damage plus 7 (1d12) Radiant damage

Tail. Melee Attack Roll: +18, reach 20 ft. Hit: 21 (2d10 + 10) Bludgeoning damage plus 6 (1d10) Slashing damage plus 9 (2d8) Radiant damage.  If the target is a creature, it must succeed on a DC 26 Strength saving throw or be knocked prone.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 23 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Rage of the Ultimate Blue-Eyed Dragon (1 Legendary Resistance). Blue Eyes Alternative Ultimate Dragon can choose to spend one charge of its Legendary Resistance to unleashes a concentrated blast of the divine draconic energy flowing through it from each of its three heads against three separate targets it can see within range of its breath attack.  Each target makes a DC 26 Dexterity saving throw, taking 99 (6d12 + 60) Force damage on a failure and half as much on a success.  If this damage reduces the target to 0 Hit Points, it and everything nonmagical it is wearing and carrying are disintegrated into gray dust. For magic items with a rarity below Very Rare, roll a d100.  On a 0-50, the magic item is disintegrated as well. The target can be revived only by a True Resurrection or a Wish spell.

When the Blue Eye Alternative Ultimate Dragon uses this ability, it can no longer take any additional Legendary Actions, or Reactions and its Movement Speed is reduced to 0 until the start of its next turn.

Breath Weapon (Recharge 3-6, see Proton Blast). Blue Eyes Alternative Ultimate Dragon uses one of the following breath weapons as an action:

Blast Stream of Destruction. Dexterity Saving Throw: DC 26, each creature in a 300-foot-long, 10-foot-wide Line. Failure: 77 (14d10) Radiant damage. Success: Half damage.

Proton Blast (Recharge 6). Dexterity Saving Throw: DC 26, each creature in a 300-foot cone. Failure: 104 (17d12) Radiant damage. Success: Half damage.

Legendary Actions

Legendary Action Uses: 4. Immediately after another creature’s turn, the Blue Eyes Alternative Ultimate Dragon can expend a use to take one of the following actions. The Blue Eyes Alternative Ultimate Dragon regains all expended uses at the start of each of its turns.

Vision with Eyes of Blue (Costs 1 Action). The Blue Eyes Alternative Ultimate Dragon makes a Wisdom (Perception) check.

Tail Attack (Costs 1 Action). The Blue Eyes Alternative Ultimate Dragon makes a Tail attack.

Wingbeat of Giant Dragon (Costs 2 Actions). The Blue Eyes Alternative Ultimate Dragon beats its wings. Each creature within 20 ft. of the dragon must succeed on a DC 26 Dexterity saving throw or take 17 (2d6 + 10) Bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

Blue Lightning (Costs 3 Actions). The Blue Eyes Alternative Ultimate Dragon exhales a breath of lightning in a 40- foot cone. Each creature in that cone must make a DC 26 Dexterity saving throw, taking 45 (10d8) Lightning damage on a failed save, or half as much damage on a successful one.

Mythic Actions

If the Blue Eyes Alternative Ultimate Dragon’s The Ultimate Blue-Eyed Legend trait has activated in the last hour, it can use the options below as legendary actions.

Bite (Costs 1 Action). The Blue Eyes Alternative Ultimate Dragon makes one Bite attack.

Dragon's Glare (Costs 2 Actions). The Blue Eyes Alternative Ultimate Dragon fixes one creature that can see it within 120 ft. of itself with a glare filled with draconic magic.  This creature must succeed on a DC 23 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Flare Star (Costs 3 Actions). The Blue Eyes Alternative Ultimate Dragon releases a homing flare of energy from each of its head.  Each flare strikes a creature of the dragon's choice that it can see within 60 ft.  A flare deals 21 (6d4 + 6) Force damage to its target and any other creature within 5 ft. of that target. The flares all strike simultaneously, and they can be directed to hit one creature or several.

Description

The Blue Eyes Alternative Ultimate Dragon is the result of fusing together three Blue Eyes Alternative White Dragons into one calamitous beast.  Described as perhaps the most powerful of the Ultimate dragons formed from the Blue Eyes, this dragon takes the raw might of a Blue Eyes Ultimate Dragon and strengthens it even further with the divine, draconic energy flowing through its three components, granting it superior physical and special capabilities to its usual form.  Superior power doesn't always equal superior utility however; any Order with Eyes of Blue acolyte could tell you that a Blue Eyes Alternative White Dragon is incredibly difficult to work with due to their pride and battle thirst and, shockingly, combining three of them together only worsens these traits.  A Blue Eyes Alternative Ultimate Dragon may just as well destroy everything in its path to flush out a worthy opponent, even if "everything in its path" includes those it was summoned to defend.  For this reason (as well as the difficulty in getting three Blue Eyes Alternative White Dragons in one place), it is the least utilized of the three standard Ultimate dragons by the Order by choice, as there are very few situations where the advantages of fusing a Blue Eyes Alternative Ultimate Dragon beat out the collateral it often causes.  Should you find yourself in a situation where you are facing one of these beasts, then Bahamut help you for whatever you did to end up in such a doomed battle.
