Aura of Frost (120 ft.). The temperature in this area is magically reduced to –100 °F. Any creature that starts its turn within the aura must succeed on a DC 25 Constitution save or take 21 (6d6) cold damage and gain one level of exhaustion. Creatures resistant or immune to cold ignore this effect.
Heart of the Blizzard. Kalt can move through snow, ice, and freezing storms as though they weren’t difficult terrain. She can see through magical snow and fog as if they weren’t there.
Frozen Fate. Any creature that fails three death saving throws within 120 ft. of Kalt is instantly frozen into a crystal statue.
Legendary Resistance (5/Day). If Kalt fails a saving throw, she can choose to succeed instead.
Magic Resistance. Kalt has advantage on saving throws against spells and magical effects.
Spellcasting. Kalt is a 20th-level spellcaster. Her spellcasting ability is Charisma (spell save DC 24, +16 to hit). She doesn’t require components.

Multiattack. Kalt can cast a spell and make one melee or ranged attack with Glaciem (her staff).
Glaciem (Divine Ice Staff). Melee Weapon Attack: +16 to hit, reach 20 ft., one target.
Hit: 36 (6d10+7) cold and force damage, and the target must succeed on a DC 25 Constitution save or be restrained in magical ice (escape DC 25).
Blizzard Wrath (Recharge 5–6). Kalt summons a howling blizzard in a 120-ft. radius around her. All enemies in the area must make a DC 26 Constitution save or take 91 (26d6) cold damage and be blinded until the end of their next turn. The area becomes heavily obscured and counts as difficult terrain for 1 minute.
Armor of Frost. Kalt applies ice to her armor. Her AC increases by 5 and she gains 25 temporary hit points.
Kalt can take 3 legendary actions, choosing from the options below:

Ice Lance. Kalt conjures a spear of divine ice and hurls it at a target within 120 ft. +16 to hit, 30 (6d8+7) piercing and cold damage.

Chilling Step. Kalt teleports up to 60 ft. in a burst of snow and ice, leaving a 20-ft. radius frozen patch that is difficult terrain.

Biting Wind (Costs 2). A cutting gale whirls through a 60-ft. cone. Each creature in the area must succeed on a DC 25 Dexterity save or take 45 (10d8) slashing cold damage and be pushed 20 ft. back.
Mythic Trait — Queen of the Endless Blizzard
When Kalt is reduced to 0 HP, she shatters like an ice statue — and the storm itself becomes her body. She regains 400 HP, transforms into a colossal blizzard elemental goddess, and the battlefield becomes a living storm.

Description
Lore
Before the planes were shaped, Winter whispered first. When water and air merged into the Frostfell, the endless storm birthed Kalt, the first frost. She walked the newborn plane, and her footsteps froze the ocean and sky alike.
To the Frost Giants, she is the Queen of the Endless Blizzard — patroness of harsh trials, frigid strength, and survival. They do not pray for mercy from her — they pray to endure her.
Kalt rules from Skjolheim, a palace of shifting icebergs and eternal auroras that drifts through the endless snowstorm of the Frostfell. She is revered as both a goddess and a force of nature, her presence turning warmth to mist and time itself to silence.
