Legendary Resistance (5/Day). If the Blue Eyes Ultimate Spirit Dragon fails a saving throw, it can choose to succeed instead.
The Ultimate Blue-Eyed Legend (Recharges after a Short or Long Rest). If the Blue Eyes Ultimate Spirit Dragon would be reduced to 0 Hit Points, its current Hit Points is instead reset to 450 Hit Points, it recharges its Breath Weapon, and it regains any expended uses of Legendary Resistance. Additionally, the Blue Eyes Ultimate Spirit Dragon can now use the options in the “Mythic Actions” section for 1 hour. Award a party an additional 120,000 XP (240,000 XP total) for defeating the Blue Eyes Ultimate Spirit Dragon after its Ultimate Awakening activates.
Three Heads Are Better Than One. When making a Wisdom (Perception) check or a saving throw against the Confusion spell or any condition it is not already immune to, the Blue Eyes Ultimate Spirit Dragon rolls three times and uses the highest result. This includes charmed, deafened, exhaustion, fatigued, grappled, incapacitated, invisible, petrified, poisoned, prone, restrained, stunned, and unconscious. Additionally, the Blue Eyes Ultimate Spirit Dragon gets two extra Reactions that can be used only for Opportunity Attacks.
Fusion Creature. A Blue Eyes Ultimate Spirit Dragon can only be created by fusing together three Blue Eyes Spirit Dragons using Polymerization or another suitable fusion spell/ability/item. Similarly, using De-fusion or a similar reverse fusion spell/ability/item on one will revert it back into three Blue Eyes Spirit Dragons and any damage the Blue Eyes Ultimate Spirit Dragon received prior will be split between the three dragons.
Flyby. The Blue Eyes Ultimate Spirit Dragon doesn't provoke opportunity attacks when it flies out of an enemies reach.
Planar Lock. The Blue Eyes Ultimate Spirit Dragon generates an aura that prevents any creatures it wants within 1000 ft. of it that it is aware of from teleporting or using portals, such as those created by the Gate spell. Planar travel is blocked within the aura and therefore creatures are unable to leave the area by way of the Astral Plane, the Ethereal Plane, the Feywild, the Shadowfell, or the Plane Shift spell.
Summon Restriction. Whenever a hostile creature attempts to use a Spell or ability to summon another creature within 150 Ft. of Blue Eyes Ultimate Spirit Dragon, they must make a DC 26 Charisma saving throw. On a fail, the Spell or ability fails and is wasted. If the Spell or ability summons more than one creature, the hostile creature makes this save at Disadvantage.
Magic Weapons. The Blue Eyes Ultimate Spirit Dragon's weapon attacks are magical.
Magic Nullification. The Blue Eyes Ultimate Spirit Dragon has Immunity to all spells and spell like abilities of 5th level or lower, unless it chooses to be affected by them. For spells and spell like abilities of 6th level or higher, it has Advantage on saves against them.
Spellcaster's Bane. The Blue Eyes Ultimate Spirit Dragon can sense the magical nature of spellcasters and has Advantage on all attack rolls against them.
Multiattack. The Blue Eyes Ultimate Spirit Dragon can use its Spirit Pressure. It then makes five attacks: three with its bite and two with its claws. It can replace one of its bite attacks with a use of Spellcasting.
Bite. Melee Attack Roll: +16, reach 15 ft. Hit: 19 (2d10 + 8) Piercing damage plus 11 (2d10) Radiant damage.
Claw. Melee Attack Roll: +16, reach 10 ft. Hit: 17 (2d8 + 8) Slashing.
Spirit Pressure. The Blue Eyes Ultimate Spirit Dragon's overwhelming presence instills fear and shock in its enemies. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 26 Wisdom saving throw or become frightened for 1 minute. Additionally, a creature that fails the save cannot maintain Concentration on spells while within sight of the Blue Eyes Ultimate Spirit Dragon. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Spirit Pressure for the next 24 hours.
Ultimate Spirit with Eyes of Blue (3/day). The Blue Eyes Ultimate Spirit Dragon unleashes a roar filled with the majesty and power of its ultimate spiritual draconic essence. Any hostile creature that can see and hear the Blue Eyes Ultimate Spirit Dragon within 100 ft. must make a DC 26 Wisdom saving throw or have Disadvantage on all attack rolls and saving throws for 1 minute. If the hostile creature is Undead, it is also subjected to the same effects as Turn Undead or Destroy Undead if it's CR is 17 or less.
Breath Weapon (Recharge 3-6, see Spirit Neutron Blast). Blue Eyes Ultimate Spirit Dragon uses one of the following breath weapons as an action:
Spirit Burst Stream. Dexterity Saving Throw: DC 26, each creature in a 300-foot-long, 10-foot-wide Line. Failure: 66 (12d10) Radiant damage. Success: Half damage.
Spirit Neutron Blast (Recharge 6). Dexterity Saving Throw: DC 26, each creature in a 300-foot cone. Failure: 98 (15d12) Radiant damage. Success: Half damage.
Spellcasting. The Blue Eyes Ultimate Spirit Dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 26, +18 to hit with spell attacks):
At Will: Druidcraft, Detect Magic, Hold Person, Dispel Magic, Calm Emotions, Gentle Repose, Commune with Nature, Detect Evil and Good, Remove Curse, Starry Wisp (Level 17 version)
3/Day Each: Counterspell, Circle of Power, Dispel Evil and Good, Hallow, Magic Circle, Summon Draconic Spirit (Dragon Spirit of White only, no Concentration)
1/Day Each: Aura of Life (no Concentration), Antimagic Field, Befuddlement, Etherealness, Forbiddance (ignore casting time)
Legendary Action Uses: 4. Immediately after another creature’s turn, the Blue Eyes Ultimate Spirit Dragon can expend a use to take one of the following actions. The Blue Eyes Ultimate Spirit Dragon regains all expended uses at the start of each of its turns.
Vision with Eyes of Blue. The Blue Eyes Ultimate Spirit Dragon makes a Wisdom (Perception) check.
Spirit Flare. The Blue Eyes Ultimate Spirit Dragon uses Spellcasting to cast Starry Wisp (Level 17 version)
Spirit Gaze (Costs 2 Actions). The Blue Eyes Ultimate Spirit Dragon levels a glare filled with draconic authority at one creature it can see. That creature must succeed on a DC 26 Wisdom saving throw or be Stunned until the start of its next turn. If the creature is Undead, it is instead subjected to the same effects as Turn Undead or Destroy Undead if it's CR is 17 or less.
Spirit Lightning (Costs 3 Actions). The Blue Eyes Ultimate Spirit Dragon exhales a breath of lightning in a 40- foot cone. Each creature in that line must make a DC 26 Dexterity saving throw, taking 45 (10d8) Lightning damage on a failed save, or half as much damage on a successful one.
If the Blue Eyes Ultimate Spirit Dragon’s The Ultimate Blue-Eyed Legend trait has activated in the last hour, it can use the options below as legendary actions.
Bite (Costs 1 Action). The Blue Eyes Ultimate Spirit Dragon makes one Bite attack.
Nature's Force (Costs 2 Actions). The Blue Eyes Ultimate Spirit Dragon emits a purifying wave of natural energy in a 60-foot radius Sphere centered on itself. Every spell of 5th level or lower ends on creatures and objects of the dragon’s choice in that area.
Flare of Life (Costs 3 Actions). The Blue Eyes Ultimate Spirit Dragon releases a homing flare of purifying natural energy that strike a creature of the dragon's choice that it can see within 60 ft. A creature targeted by this flare takes 42 (12d6) Radiant damage. If the creature has a form of revival that activates after it is slain, either immediately or within a set number of days, it is permanently nullified unless it is of natural divine origin (items that assist in the revival such as phylacteries and coffins ignite and burn to ash as their connection to the creature is purified, regardless of their current location).
Description
There are three Ultimate dragons created from the Blue Eyes that are considered to be the standard; the Blue Eyes Ultimate Dragon is the most prominent in use and reputation, followed by the Neo Blue Eyes Ultimate Dragon, and leaving the Blue Eyes Alternative Ultimate Dragon as the most seldom mentioned and seen. There is, however, a fourth variant of the Ultimate dragon created through fusion, and, in certain situations, is the most powerful and feared: the Blue Eyes Ultimate Spirit Dragon. Unlike the other Ultimate dragons, the Blue Eyes Ultimate Spirit Dragon is not created by the fusion of three Blue Eyes White Dragons (or Blue Eyes Alternative White Dragons), but instead three Blue Eyes Spirit Dragons. This makes it incredibly difficult to create as Blue Eyes Spirit Dragons are far less prevalent than their standard Blue Eyes kin and often inhabit the uncharted, untouched areas of the world; even the Order with Eyes of Blue only know of so many and rarely have the ability to summon more than one at any given time. For this reason, the Blue Eyes Ultimate Spirit Dragon is even less utilized than the highly problematic Blue Eyes Alternative Ultimate Dragon, to the point where most are not even aware it exists. There have been only a handful of times one has made an appearance and it has only ever been when incredibly powerful and profane magical forces sought to upend the multiverse in some way. Yet, in these times of crisis, there is no Ultimate dragon that is better suited to face these forces, for the Blue Eyes Ultimate Spirit Dragon takes its components anti-Lich and anti-Undead abilities to a level not even gods can match. The Undead turn to dust before it and spells dissipate off its translucent scales. It even has gained the ability to directly burn away and purify unnatural forces that defy the natural cycle of life and death, nullifying the safeguards against permanent death many Lichs and Undead creatures possess. For this reason, the mere existence of this dragon is perhaps the biggest threat in the multiverse to creatures seeking to defy death, with its very name striking fear in the hearts of even the most powerful of profane entities.
