Demon Traits The Archon of the Maelstrom knows the location of any creature that is Frightened within 120 feet of it. If the Archon of the Maelstrom targets a Frightened creature with an attack, that attack is an automatic hit and a critical hit.

Poison Aura (Passive Damage) Any creature that is breathing and starts its turn within 20 feet of the Archon of the Maelstrom takes 8d6 poison damage.

Incorporeal Movement The Archon of the Maelstrom can move through other creatures and objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object. The Archon of the Maelstrom is always in its fog form.

Immutable Form The Archon of the Maelstrom is immune to any spell or effect that would alter its form.

Elemental Infusion (Cold) The Archon of the Maelstrom deals an additional 8d6 cold damage with its primary attack.

Reactions

Rewind Vapor (Recharge 5-6) When a creature within 60 feet of the Archon makes a successful saving throw against one of its effects or lands a successful attack against it, the Archon can force the creature to reroll the d20 and use the new result.

The Vapor Fiends are aberrations among the fiends, possessing no muscle, bone, or conventional structure. They are born from a specific, potent metaphysical substance known as the Breath of Dread—a sentient, fear-infused fog that gathers in the most terrifying pocket dimensions, typically a domain deep within the Shadowfell or a rarely accessed, freezing stratum of the Underworld.

These demons are not typically summoned; rather, they are condensed manifestations of pure, ambient psychological terror. They embody the most primal fears: the dread of suffocation, the panic of the unseen, and the profound terror of the unknown. As such, all Vapor Fiends are immune to many conventional means of harm, existing as living weather systems of cold, necrotic energy and toxic vapor.

I. Vapor Wraith (CR 10)

The Scouting Terror

Vapor Wraiths are the most numerous and basic condensations of the Breath of Dread. They serve as the scouting force and common infantry of the demonic hierarchy. A Wraith is only semi-sentient, driven by a simple, insatiable hunger for raw, unrefined psychological distress.

Purpose: A Vapor Wraith’s entire existence is focused on spreading simple fear. They drift silently, their Poison Aura passively leaching the life and breath from those they encounter, amplifying the victim's panic until they are ripe for a swift, critical strike. They are the first sign of the demon's presence, typically encountered in small clusters, marking a region for a larger infestation. They are like seeds of terror, quickly converting atmospheric dread into tangible malice.

II. Mist Lord (CR 20)

The Consuming Commander

A Mist Lord is a terrifying evolution of the Wraith, formed when dozens of lesser Wraiths merge and coalesce over centuries, feeding on a focused source of terror—such as a war-torn battlefield or a collapsing civilization. They gain intellect, cunning, and an active sense of self, becoming generals of the fear-front.

Purpose: Unlike the Wraiths, the Mist Lord is a sophisticated hunter. Its motivation is not merely to spread fear, but to sustain and nourish itself by consuming the emotion directly (represented by its Frightened Siphon). A Mist Lord is a strategic entity that seeks to isolate powerful victims, using its Shadow Whispers and manipulation to break their resolve before closing in for the kill. They are usually found establishing secondary bases outside the primary Archon’s domain, seeking new avenues of conquest and dread-harvesting.

III. Archon of the Maelstrom (CR 30)

The Apex Cataclysm

The Archon of the Maelstrom is a physical impossibility—a gargantuan, sentient hurricane of pure, collective fear. It is the original manifestation of the Breath of Dread within a domain, embodying the existential terror of a thousand thousand minds. Its immense power warps reality, making it truly immune to conventional destruction.

Purpose: The Archon's ultimate goal is existential: to permanently merge its current plane with the primordial source of the Breath of Dread. It is a world-breaker, using its Lair Actions and Regional Effects to impose the conditions of the Shadowfell or Underworld on the Material Plane, replacing the air with its suffocating aura and planting seeds of permanent madness and exhaustion across the land. It does not just consume fear—it is fear, and it seeks to make that fear the only reality. The Archon can Rewind Vapor to negate a foe's success, demonstrating its near-absolute control over the atmospheric conditions and the battlefield itself.

Lair and Lair Actions

Archon of the Maelstrom: Lair and Regional Effects

The Archon of the Maelstrom's power is such that it warps the very fabric of reality around its dwelling, replacing it with an extension of the Shadowfell or a pocket of the Underworld's cold heart.

Lair Actions

On initiative count 20 (losing initiative ties), the Archon can take one of the following lair actions; it can't take the same action two rounds in a row.

  • Archon's Grasp: The Archon causes the pervasive fog within its lair to briefly solidify around one creature it can see within 120 feet. That creature must succeed on a DC 18 Strength saving throw or be Restrained (escape DC 18) until initiative count 20 on the next round.

  • Whispers of Doubt: The Archon fills the minds of all creatures within the lair (except itself) with terrifying whispers. Each creature must succeed on a DC 18 Wisdom saving throw or have disadvantage on the next attack roll or saving throw they make before initiative count 20 on the next round.

  • Unnatural Cold: The Archon floods a 30-foot radius area within the lair with unnatural, consuming cold. Any creature that starts its turn in that area takes 10 (3d6) cold damage. The area is heavily obscured until initiative count 20 on the next round.

Regional Effects

The region containing the Archon of the Maelstrom's lair is warped by the demon's presence, creating one or more of the following effects in a 1-mile radius:

  • Shadowfell Fog: A perpetual, non-magical, thick fog covers the region, heavily obscuring all visibility beyond 30 feet. This fog cannot be cleared by non-magical means.

  • Amplified Dread: Any creature that finishes a long rest within the region must succeed on a DC 18 Wisdom saving throw or gain one level of Exhaustion as recurring nightmares plague its rest.

  • Whispering Illusions: Any creature outside the Archon's lair but within the region that attempts a short or long rest must succeed on a DC 18 Wisdom saving throw or be barraged by terrifying whispers and illusory manifestations of their deepest fears, preventing the rest from being completed.

If the Archon of the Maelstrom is destroyed, these effects immediately fade.
