Ionized Aura.
The air around the dragon crackles with electricity and radiance. Any creature that starts its turn within 10 ft. of the dragon takes 5 (1d10) lightning damage. When the dragon takes damage, sparks leap from its body; one creature of the dragon’s choice within 30 ft. must make a DC 18 Dex save or take 10 (3d6) lightning damage.

Innate Spellcasting (Psionics).
The dragon’s spellcasting ability is Charisma (save DC 19). It requires no components to cast these spells.

3/day each: daylight, lightning bolt, fireball, counterspell, wall of light
1/day each: sunbeam, chain lightning, plane shift (to or from the Elemental Plane of Air or the Celestial Plane)

Illuminated Mind.
The dragon can’t be surprised while conscious and automatically succeeds on saving throws against being blinded by light-based effects.

Legendary Resistance (3/Day).
If the dragon fails a saving throw, it can choose to succeed instead. When it does, its scales flare with a brief blinding light (creatures within 10 ft. must succeed on a DC 18 Con save or be blinded until the end of their next turn).

 

Actions

Multiattack.

The dragon makes three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +13 to hit, reach 10 ft., one target.
Hit: 19 (2d10 + 8) piercing damage plus 9 (2d8) lightning damage.

Claw. Melee Weapon Attack: +13 to hit, reach 5 ft., one target.
Hit: 15 (2d6 + 8) slashing damage plus 5 (1d10) radiant damage.

Tail. Melee Weapon Attack: +13 to hit, reach 15 ft., one target.
Hit: 17 (2d8 + 8) bludgeoning damage plus 5 (1d10) thunder damage.

Breath Weapons (Recharge 5–6)

Radiant Plasma Breath.
The dragon exhales a torrent of searing plasma — a fusion of lightning and celestial fire — in a 90-foot cone.
Each creature in that area must make a DC 21 Dexterity saving throw, taking 72 (16d10) damage on a failed save, or half as much on a success.
The damage is evenly split between lightning and radiant, and creatures that fail are blinded until the end of their next turn.

Prismatic Pulse (Recharge 6).
Instead of exhaling plasma, the dragon releases a burst of polarized light in a 60-foot radius centered on itself.
Each creature of the dragon’s choice in that area must make a DC 21 Constitution save or take 44 (8d10) radiant damage and be pushed 20 ft. away. Allies in the area instead gain 20 temporary hit points and shed bright light for 1 minute.

Bonus Actions

Radiant Flash (Recharge 3–4).
The dragon emits a blinding pulse of light as a bonus action. Each hostile creature within 15 ft. must succeed on a DC 18 Constitution saving throw or be blinded until the start of its next turn. The dragon can choose a number of creatures equal to its Charisma modifier to be immune to this flash.

Solar Reverb.
When the dragon hits with a melee attack, it can use a bonus action to convert part of its damage into radiant energy that echoes outward. One other creature within 10 ft. of the original target takes radiant damage equal to the dragon’s Charisma modifier (5).

If both creatures are hostile to the dragon, the damage resonates in harmonic dissonance, causing the second creature to have disadvantage on its next attack roll.

Celestial Pulse.
Once per short rest, as a bonus action, the dragon can channel its internal fusion core to restore vitality. It regains 25 HP and sheds bright light in a 30-foot radius for one minute. While this light persists, allies within the glow have advantage on saving throws against being frightened or charmed.

Reactions

Reactive Abilities:

Prismatic Counter (Recharge 5–6).
When the dragon is targeted by a spell, it can reflexively refract the incoming energy. The dragon rolls a d6:
1–2: Converts damage into radiant, halving it.
3–4: Converts damage into lightning, redirecting 10 points of damage back at the caster.
5–6: Converts damage into colorless energy, nullifying the spell entirely.

After using this ability, the dragon’s scales shimmer with rainbow afterglow until the end of its next turn.

Reflective Evasion.
If subjected to an effect that allows a Dexterity save for half damage (such as lightning bolt), the dragon instead reflects a portion of the energy outward. On a successful save, the dragon takes no damage, and each creature of its choice within 10 feet takes half the rolled damage.

Auroral Step.
When the dragon is hit by an attack, it can use its reaction to burst into a beam of refracted light, teleporting up to 20 feet in any direction. The attack still hits if it had advantage, but if not, the attack automatically misses. Upon reappearing, the dragon leaves behind a lingering afterimage of shimmering plasma that distracts enemies; creatures adjacent to where it reappears have disadvantage on opportunity attacks until the start of their next turn.

When a creature within 60 feet deals fire, lightning, or radiant damage, the dragon can use its reaction to supercharge that energy and reflect it as a secondary pulse.
Every creature (except the dragon) within 10 feet of the original target must make a DC 18 Dexterity save or take 2d10 lightning damage.

If the source was an ally spell, the dragon can instead amplify it: that ally rerolls one damage die of the attack or spell, taking the higher result.

Anytime the dragon is struck by a melee weapon, motes of radiant plasma arc off its scales. The attacker takes 5 (1d10) radiant damage as a reflection of the dragon’s energy field.

Legendary Actions

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature’s turn. The dragon regains spent legendary actions at the start of its turn.
