Amphibious. The dragon can breathe air and water.
Legendary Resistance (3/Day, or 5/Day in Lair). If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack. Vulzraeth makes three Rend attacks and one Blackfire Attack. He can replace one attack with a use of Spellcasting to cast Melf’s Acid Arrow (level 9 version).
Rend. Melee Attack Roll: +15, reach 15 ft. Hit: 37 (4d8 + 8) Slashing damage plus 12 (2d8) Necrotic damage.
Blackfire (Recharge 5–6). Dexterity Saving Throw: DC 22, each creature in a 90-foot-long, 30-foot-wide Line. Failure: 73 (15d8) Necrotic damage and 38 fire damage. Success: Half damage. In either a success or failure, the targets heal half the normal hit points they would regain from healing spells.
Spellcasting. Vulzraeth casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 21, +13 to hit with spell attacks):
At Will: Detect Magic, Fear, Melf’s Acid Arrow (level 9 version)
1/Day Each: Create Undead, Speak with Dead, Vitriolic Sphere (level 9 version), Power Word Pain, Power Word Kill, Dispel Magic
Eternal Deathfire: Same as Blackfire, except all targets hit by it cannot be healed or resurrected unless by a deity or a being equal to god level power. Also the damage continues even after combat.
Legendary Action Uses: 3 (4 in Lair). Immediately after another creature's turn , the dragon can expend a use to take one of the following actions. The dragon regains all expended uses at the start of each its turns.
Cloud of Insects. Dexterity Saving Throw: DC 21, one creature the dragon can see within 120 feet. Failure: 33 (6d10) Poison damage, and the target has Disadvantage on saving throws to maintain Concentration until the end of its next turn. Failure or Success: The dragon can’t take this action again until the start of its next turn.
Frightful Presence. The dragon uses Spellcasting to cast Fear. The dragon can’t take this action again until the start of its next turn.
Pounce. The dragon moves up to half its Speed, and it makes one Rend attack.
Description
Vulzraeth is the actual first dracolich, contrary to what most might think. His origin was all the way back in the Thousand Year War involving giants and dragons, he was a master of necromancy and dark magic. During the war, he realized that Tiamat was flawed due to her hunger for vengeance and that necromancy was the real path to ascend to power, and he already knew the ritual to create a lich at this point, as he was already an ancient black dragon. He used his powers to turn himself into the first dracolich, and he quickly calculated Tiamat would one day gather followers of her, so he needed his own empire to conquer her. After the war ended, he teleported to the world of Aslath and made a deal with a king there that in exchange for his kingdom's servitude, he would grant them uninaginable power. This gave rise to the Ebon Synod, an empire spanning multiple worlds composed of knights, mages, necromancers, liches, death knights and hundreds of dracoliches. He seeks to one day slay Tiamat and rule all chromatic dragons in her place.
