Legendary Resistance (3/Day, or 4/Day in Lair). If the dragon fails a saving throw, it can choose to succeed instead.
Metalsense. The dragon can supernaturally sense non-precious metals (such as iron, steel, or bronze) within 90 feet of it self if the metal is not behind Total Cover. The dragon cannot be Surprised by any creature using armor or weapons made from non-precious metals.
Multiattack. The dragon makes three Rend attacks. It can replace one attack with a use of Spellcasting to cast Dust Devil (level 3 version).
Rend. Melee Weapon Attack: +12, reach 10 ft. Hit: 14 (2d6 + 7) Slashing damage plus 5 (1d10) Fire damage.
Sand Breath (Recharge 5–6). Constitution Saving Throw: DC 16, each creature in a 60-foot Cone. Failure: 28 (8d6) Fire damage plus 28 (8d6) Bludgeoning damage. Success: Half damage.
Spellcasting. The dragon casts one of the following spells, requiring no Material components and using Charisma as the spellcasting ability (spell save DC 14):
At Will: Banishment, Dust Devil, Fog Cloud, Zone of Truth
1/Day Each: Dispel Evil and Good, Plant Growth
Legendary Action Uses: 3 (4 in Lair). Immediately after another creature's turn , the dragon can expend a use to take one of the following actions. The dragon regains all expended uses at the start of each its turns.
Enforce Exile. The dragon uses Spellcasting to cast Banishment. The dragon can’t take this action again until the start of its next turn.
Obscuring Haze. The dragon uses Spellcasting to cast Fog Cloud. While inside this cloud, the creature has Disadvantage on Constitution saving throws to maintain Concentration on spells and other magical effects. The dragon can’t take this action again until the start of its next turn.
Pounce. The dragon can move up to half its Speed, and it makes one Rend attack.
Lair and Lair Actions
Tungsten dragons dwell in arid and scrubby lands. As Good creatures, they attempt to temper the wild nature of their neighboring blue dragons lairs, but often contend with the arrogance of brass dragons who also encroach their territory.
The region containing an adult or ancient tungsten dragon’s lair is changed by its presence, creating the following effects:
Soft Ground. The ground is much softer than it appears, though still firm enough for most creatures not to fall in. Creatures in the area within 1 mile of the lair with a Burrowing speed can travel through rock by expending 2 feet of movement for every foot they move.
Spiteful Storms. Dust devils and thunderstorms rage within 1 mile of the lair. The area is Lightly Obscured.
If the dragon dies or moves its lair elsewhere, these effects end immediately.
