Legendary Resistance (5/Day): If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack: The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite: Melee Weapon Attack: +16 to hit, reach 10 ft., one target. Hit: 21 (2d10 + 10) piercing damage.
Claw: Melee Weapon Attack: +16 to hit, reach 7 ft, one target. Hit: 20 (2d6 + 10) slashing damage.
Tail: Melee Weapon Attack: +16 to hit, reach 17 ft. one target. Hit: 20 (2d8+10) bludgeoning damage.
Frightful Presence: Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 18 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Breath Weapons (Recharge 5-7): The dragon uses one of the following breath weapons.
Toxic Cold Breath: The dragon exhales an oily blast of icy breath in a 60-foot cone. Each creature in that area must make a DC 22 Constitution saving throw, taking 58 (13d8) cold damage and 25 (5d8) poison damage on a failed save, or half as much damage on a successful one.
Paralyzing breath: The dragon exhales paralyzing gas in a 60-foot cone. Each creature in that area must succeed on a DC 20 Constitution saving throw or be paralyzed for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect itself on a success.
Toxic Sludge: The dragon's spit is very poisonous. Any creature that ingests it must make a DC 20 Constitution saving throw or take 15 (3d8) poison damage on a failed save, or half as much on a successful one.
change shape: The dragon magically polymorphs into a humanoid or beast that has a challenge rating no higher than its own, or back into its true form. It reverts to it's true form if it dies. Any equipment it is wearing or carrying is absorbed or borne by the new form. (the dragon's coice).
In a new form, the dragon retains its alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistances, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Its statistics and capabilities are otherwise replaced by those of new form, except any class features or legendary actions of that form.
Fan: The dragon beats it's wings once and sends a gust of wind out in front of it. Any creature in a 10 foot cone of the dragon must make a DC 18 Dexterity saving throw or be blown back 20 feet.
The dragon can take three legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains its spent legendary actions at the start of its turn.
Detect: The dragon makes a Wisdom (perception) check.
Tail Attack: The dragon makes a tail attack.
Wing Attack (Costs 2 Actions): The dragon beats its wings. Each creature within 10 feet of the dragon must succeed on a DC 21 Dexterity saving throw or take 15 (2D6 + 8) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
The Oil Slick Dragon, being a rare varient of the Silver Dragon has abilites that its sibling does not.
oily puddle (one action). If the dragon gets below 20 Hit Points it can choose to melt into a puddle of oily water. Its movement speed is doubled and it only takes up to 10 damage from any attack.
Light Reflection (one action). The dragon can use any light source and reflect it off its scales to create a blinding light. Each creature that can see the reflected light has to make a DC 20 Constitution saving throw or be blinded.
Description
The Oil Slicked Dragon is a very rare variant of the Silver Dragon, thought to be from a rare genetic mutation. They are so rare that most people doubt their existence in the first place.
They are smaller than the silver Dragon but boast a larger wingspan and longer tail, allowing them to fly faster and longer than a Silver Dragon. It's scales, while still silver are coated in an oily-like substance which makes them look darker while also reflecting multiple colors similarly to the way oil reflects light. The large dorsal spine on the Silver Dragon is much smaller on the Oil Slicked Dragon and its horns and jaws are a bit longer. Their eyes and mouth glow a sickly green instead of the normal blue of the Silver Dragon and their breath is said to be toxic.
These dragons tend to be more secretive creatures and tend to hide as much as possible, a large factor as to why their existence is still questioned. But to the few who have come into contact with one and lived to tell the tale, the dragon seems to be rather curious and will often form loose bonds with smaller creatures as long as they don't do something to anger the dragon.
Lair and Lair Actions
The Oil Slicked Dragon, like it's more common Silver counterpart prefer to live up in the mountains, though they will not complain if they have to take up residence in a forest. They prefer large, open caverns over smaller tunnels and do not like being out in the open. Their lairs are very organized, some of them excavating small outcroppings to store certain things and even creating small caves that can house any followers they have.
Lair Actions
On initiative count 15 (losing initiative ties), the Oil Slicked Dragon takes a lair action to cause one of the following effects; the Dragon can’t use the same effect two rounds in a row:
- The dragon creates fog as if it had cast the fog cloud spell, the fog is thicker than its silver siblings and swirls with streaks of light pink and yellow. The fog lasts until initiative count 15 on the next round.
- The air around the dragon's lair feels damp and oily. Each creature withing 100 feet of the dragon must succeed on a DC 18 dexterity saving through of they will have to treat the area as difficult terrain. Any creature that follows the dragon is protected from this status effect.
Regional Effects
The region containing a legendary Oil Slicked Dragon’s lair is warped by the dragon's magic, which creates one or more of the following effects:
- The temperature in and around the dragon's lair is never higher than 65 degrees Fahrenheit (18 degrees Celsius). There is always a thin layer of fog on the ground that gets thicker the closer any creature gets to the dragon's lair. This effect is within a 10-mile radius of the dragon's lair.
- within 1 mile of the dragon's lair, some of the water will appear oil slicked like the water is contaminated with oil.
If the Oil Slicked Dragon dies, these effects fade over the course of 1D20 days.
