Legendary Resistance (4/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Siege Monster. The dragon deals double damage to objects and structures.
Unusual Nature. The dragon doesn’t require air or sleep.
Breathe Both Air and Water. The dragon can breathe both air and water.
Frigid Endurance. The dragon has immunity to cold damage.
Amphibious Nature. The dragon is unaffected by difficult terrain caused by water, strong currents, or submerged environments.
Psionic Powers. The dragon's psionic abilities (Mystic Actions) are not considered spells, bypassing the effects of abilities that specifically target spells, such as counterspell, dispel magic, or an antimagic field.
Psionic Trait: Psi Points (PP). The dragon has 22 Psi Points (PP). It can spend these points to activate its Psychic Disciplines (Mystic Actions).
Universal Telekinesis (Passive Awareness). The dragon has constant location awareness, is immune to the surprised condition, and can translate all languages it hears within its Truesight range (120 ft.).
Mystic Recovery (Defensive Engine). When the dragon spends Psi Points, it gains a number of temporary hit points equal to double the Psi Points spent.
Flexible Save (Strength of Mind). After a long rest, the dragon can change one of its saving throw proficiencies (CON, INT, WIS, or CHA) to a different proficiency, or gain proficiency in a save it currently lacks.
Multiattack. The dragon makes one Bite attack, two Claw attacks, and one Tentacle attack.
Bite. Melee Weapon Attack: +15 to hit, reach 15 ft., one target. Hit: 19 (2d10 + 8) piercing damage plus 11 (2d10) psychic damage.
Claw. Melee Weapon Attack: +15 to hit, reach 10 ft., one target. Hit: 11 (1d6 + 8) slashing damage.
Tentacle. Melee Weapon Attack: +15 to hit, reach 15 ft., one creature. Hit: 12 (1d8 + 8) psychic damage. If the target is Huge or smaller, it is grappled (escape DC 18). The dragon can have up to four targets grappled at a time.
Tadpole Brine Breath (Recharge 5–6). The dragon exhales brine in a 120-foot line that is 15 feet wide. Each creature in that area must make a DC 22 Constitution saving throw, taking 55 (10d10) psychic damage on a failed save, or half as much damage on a successful one. On a success or failure, if the creature isn’t a Construct or an Undead, it becomes infested with illithid tadpoles. While infested, the creature takes 16 (3d10) psychic damage at the start of each of its turns. The creature can repeat the saving throw at the end of each of its turns, ending the effect on itself after it succeeds on three of these saves. If the creature is targeted by magic that ends a curse or restores 40 hit points or more, the tadpoles infesting the creature are killed instantly, ending the effect on the creature. If a Humanoid is reduced to 0 hit points while infested, the creature is stable but remains unconscious for 6d12 hours. When the period of unconsciousness ends, the creature transforms into a mind flayer (see the Monster Manual) with all its hit points. Casting a wish spell on the unconscious creature rids it of the infestation and prevents it from turning into a mind flayer.
Psychic Focus. The dragon gains one of the following benefits until it uses this bonus action again or finishes a short or long rest:
-
Aura of Command: All creatures the dragon can see within 60 feet have disadvantage on saving throws against the dragon's Frightening Presence and its Tadpole Brine Breath.
-
Heightened Senses: The dragon's blindsight and truesight are increased to 180 feet.
-
Mental Shield: The dragon gains resistance to all damage until the start of its next turn.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature’s turn. The dragon regains spent legendary actions at the start of its turn.
Tentacle. The dragon makes one Tentacle attack.
Shatter Concentration (Costs 2 Actions). The dragon targets a creature it is grappling. The target’s concentration on a spell it has cast or an ability it is maintaining ends, and the target takes 19 (3d12) psychic damage.
Psionic Surge (Costs 3 Actions). The dragon uses one of its Mystic Actions, consuming the appropriate number of Psi Points.
The dragon can spend Psi Points (PP) to manifest the following psionic disciplines:
Mind Blast (2 PP). The dragon projects a wave of psychic energy. Each creature in a 60-foot cone must succeed on a DC 22 Intelligence saving throw or take 27 (4d10 + 5) psychic damage and be stunned until the end of the dragon's next turn.
Disrupt Life (3 PP). One creature the dragon can see within 60 feet must make a DC 22 Constitution saving throw. On a failure, the target takes 33 (6d10) necrotic damage and its hit point maximum is reduced by the damage taken. On a success, the target takes half as much damage and its hit point maximum is not reduced. This reduction lasts until the target finishes a long rest.
Telekinetic Grasp (1 PP). One creature or object the dragon can see within 120 feet must succeed on a DC 22 Strength saving throw or be restrained (if a creature) or moved up to 60 feet in any direction (if a creature or object). A creature restrained this way can repeat the saving throw at the end of each of its turns, ending the effect on a success.

📜 Lore of the Aquatic Psionic Elder Brain Dragon
I. The Sovereign's Decree and the Hive Master's Work
The creation of the Aquatic Psionic Elder Brain Dragon was a direct consequence of the Sovereign of Shadowed Minds, Jessica of The Abyss, expanding her psychic subjugation into the cosmos' most vast and difficult frontier: the deep, cold, and primordial oceans of the Deadlands and beyond. While Jessica provided the overarching strategic goal, the execution, methodology, and refinement of the creature fell entirely to her protégé, Scyllis, the Master of the Abyssal Hive.
Scyllis, being a 2nd Generation Goddess born from the raw psychic and abyssal fragments of the slain sea titan Leviathan, possessed an intrinsic, non-euclidean understanding of both aquatic environments and illithid psychic control. She recognized that the typical Elder Brain Dragon, while devastating on land, lacked the cold resilience and intrinsic psychic efficiency required to command the ocean depths—a domain she viewed as her rightful sphere of influence under Jessica's banner.
II. Psionic Perfection and Aquatic Subjugation
Scyllis's objective was to create a mobile, self-sustaining, and magically impenetrable command center that could move across the planes and oceans. She accomplished this in two distinct, terrifying phases:
-
The Psychic Infusion: Scyllis, using the pure, fragmented psionic energy she inherited from Leviathan’s death, bypassed the standard Elder Brain Dragon's reliance on magical abilities. She surgically anchored the elder brain to the dragon host, not with crude, reality-altering spells, but with raw Psionic Force. This infusion bypassed the standard dragon's need for air and sleep and, crucially, granted it psionic abilities that are functionally non-magical, allowing it to operate and project influence through planar turbulence or areas steeped in antimagic—a common hazard in the deepest abyssal trenches. The creature became a living manifestation of Lawful Evil thought made flesh.
-
The Aquatic Adaptation: Leveraging her expertise as a child of Leviathan, Scyllis engineered the dragon's physiology to permanently harmonize with the dark, frigid depths. She enforced the Aquatic Variant traits as a biological decree, granting the creature immunity to cold, pressure, and granting it blindingly fast hydrodynamic movement. This ensured the dragon could hunt and conquer any abyssal challenger, while its Deep Sight (Truesight) allowed it to perceive and command the unseen horrors lurking in the absolute darkness.
III. The Masterpiece of Loyalty
The resulting creature is not merely a powerful monster; it is a living, mobile fortress for illithid conquest, perfectly tailored to the Sovereign's goals.
Scyllis sees the Aquatic Psionic Elder Brain Dragon as a trophy demonstrating her absolute, flawless loyalty to Jessica. Every tentacle, every psychic pulse, and every tadpole-laden breath is a testament to the Master of the Abyssal Hive's technical superiority and dedication to the Lawful Evil doctrine. The dragon serves as the ultimate harbinger, capable of diving into an oceanic realm, quickly establishing a fully self-sufficient colony, and transforming conquered humanoids into mind flayers with flawless efficiency.
It is, therefore, the physical extension of Scyllis's cold, calculated will, ensuring the subjugation of the deep is enacted with flawless, terrifying precision under the shadow of Jessica of The Abyss.
