Traits

Ice Walk. The dragon can move across and climb icy surfaces without needing to make an ability check. Additionally, Difficult Terrain composed of ice or snow doesn’t cost it extra movement. 

Belly Slider. The dragon doesn't spend any movement to get up from prone and it's movement is not impeded by the prone condition. It can move normally when prone as if it was standing up. On top of this while it is prone it can as a bonus action take the dash action. On top of this no creatures gain advantage on attacks while within 5 ft of the dragon while it is prone.

Legendary Resistance (3/Day, or 4/Day in Lair). If the dragon fails a saving throw, it can choose to succeed instead.

Actions

Multiattack. The dragon makes two Slap and Peck attacks and one Snowball attack.

Slap and Peck. Melee Attack Roll: +11, reach 10 ft. Hit: 13 (2d6 + 6) Bludgeoning damage plus 4 (1d8) Piercing damage. 

SnowBall. Ranged Attack Roll: +11, reach 120 ft. Hit: 10 (1d6 + 6) Bludgeoning damage plus 4 (1d8) Cold damage.

Snowball Breath (Recharge 5–6). Constitution Saving Throw: DC 20, each creature in a 30-foot Cone. Failure: 62 (14d8) Bludgeoning damage, and the creature is knocked prone. Success: Half damage only.

Bonus Actions

Belly Slider. The dragon can use the dash action as a bonus action while it is prone. 

Reactions

Sliding Dodge. As a reaction to getting hit with a ranged attack the dragon can gain the prone condition.

Legendary Actions

Legendary Action Uses: 3 (4 in Lair). Immediately after another creature’s turn, the dragon can expend a use to take one of the following actions. The dragon regains all expended uses at the start of each of its turns.

Snowball Burst. Dexterity Saving Throw: DC 15, each creature in a 30-foot-radius Sphere centered on a point the dragon can see within 120 feet. Failure: 7 (2d6) Bludgeoning damage, and the target’s Speed is 0 until the end of the target’s next turn as well as being knocked prone. Failure or Success: The dragon can’t take this action again until the start of its next turn.

Snow Storm Caller. The dragon casts Sleet Storm, requiring no Material components and using Wisdom as the spellcasting ability (spell save DC 15). The dragon can’t take this action again until the start of its next turn.

Slide and Snap. The dragon becomes prone and moves up to half its Speed, and it makes one Slap and Peck attack.

Description

Imagine a huge vaguely dragon shaped penguin that walks on hind legs and it's flippers. This Penguin Dragon eats snow and then shoots the condensed snow now snowball like from it's mouth. 

Lair and Lair Actions

An icy borrow. A frozen iglo. An ice berg. These are the homes of the infamous Penguin Dragon. This beast lives in freezing wastelands. It's lair is no different. 

Lair Actions

On initiative count 18 (losing initiative ties), the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:

  • Flowing snow explodes in a 15ft radius around a point within the lair. Each creature within the radius must make a Dexterity Saving Throw: DC 15. Failure: 11 (3d6) Cold damage. Success: Half damage only. 
  • Eight penguins slide into battle. These penguins automatically have the prone condition. These penguins act on the same turn as The Penguin Dragon. Use the blood hawk stat block but switch the flying speed with a swimming speed. These penguins also gain the Belly Slider trait from the Penguin Dragon.

Regional Effects

The region containing a legendary Penguin Dragon's lair in a 6 mile radius is constantly snowing, abnormally cold and has an abundance of penguin populations, which creates one or more of the following effects:

  • Every hour that the players spend within the region a group of 8 penguins will assault the players. Just use blood hawk stat block but switch the flying speed with a swimming speed. These penguins also gain the Belly Slider trait from the Penguin Dragon. 
  • Every hour that the players spend within the region they must roll a constitution saving throw DC 18. Failure: 7 (2d6) Cold damage, and come under the effects of the Frostbite. Success: no effect happens. 

If the Penguin Dragon dies, these effects(except for the penguins) fade over the course of 2d6 days.
