Children of the City. At the start of the Adjudicator's turn, Children of the City activates and marks one creature within 100 ft with Brand of the City until the next activation of the trait after which the prior Brand of the City expires. To decide on the target of Brand of the City, each creature within the 100 ft range are marked with a number 1-4 based on proximity to the Adjudicator. As such, the closest creature is marked with 1, the second closest with 2 and so forth. If the number of creatures within 100 ft of the Adjudicator exceeds 4, then only the 4 closest are marked. Afterwards, roll 1d4 to decide which creature is afflicted with Brand of the City.

When the Adjudicator attacks a creature with Brand of the City they gain an extra +2 bonus to both their attack and damage rolls against said creature. Along with this, the Adjudicator gains 100 ft of Truesight only against the branded creature along with movement that reduces the distance between the Adjudicator and the branded creature not provoking opportunity attacks. The creature themselves also gains -10 ft on all of their movement speeds and -2 AC for the duration they are afflicted with Brand of the City.

If the Adjudicator succeeds on an attack roll against the creature with Brand of the City , then the Adjudicator recovers 8 (1d8+4) HP along with Children of the City being disabled until after the Adjudicator's next turn ends.

However, if the Adjudicator instead attacks or damages a creature not inflicted with Brand of the City, the Adjudicator is afflicted with Karmatic Consequence until the end of their next turn ends. While afflicted with Karmatic Consequence, the Adjudicator gains -5 on all of their attack and damage rolls along with taking an extra +5 damage from all sources.

Neon Stars. If the Adjudicator has managed to maintained Singleton for 3 turns, then Neon Stars activates and they are bestowed with Blessing of the City. While the Adjudicator is afflicted with Blessing of the City, all of the four closest creatures dictated by Children of the City are afflicted with Brand of the City.

If the Adjudicator is afflicted with Karmatic Consequence,  then the Adjudicator loses Blessing of the City and Neon Stars deactivates itself until the end of combat.

The City's Ribbon. When the Adjudicator attacks a creature with Brand of the CityThe City's Ribbon activates. The Adjudicator instantly follows up with the action Zero Ribbons after their damage roll. If the Adjudicator is not within the action's range, then they may move up to 30 ft before performing it. Zero Ribbons can only be utilized through activations of this trait and does not consume the Adjudicator's action.

Will of the Prescripts. Whenever the Adjudicator utilizes an action, said action is noted into the Adjudicator's Prescript List. A total of 4 actions can be listed in the Prescript List, and if the Adjudicator uses any actions beyond this then replaced the earliest listed action with the newly used one. If all of the actions listed in the Prescript List are unique, then the Adjudicator gains Singleton.

If the Adjudicator is to use an action that is on the Prescript List, then it is reset and the Adjudicator loses Singleton.

While the Adjudicator has Singleton, all of their actions deal an extra 4 (1d4+2) of that action's damage type damage. Along with this, certain actions gain direct benefits from Singleton whilst some are unable to be used unless the Adjudicator possesses Singleton (said actions being marked with [Singleton]).

If the Adjudicator is afflicted with Karmatic Consequence then they are unable to gain Singleton for the duration of the former-mentioned effect. Along with this, if the Adjudicator ever loses Singleton they gain Karmatic Consequence until the end of their next turn.

Actions

[The City's Ribbon] Zero Ribbons. Melee Weapon Attack: +7 to hit, reach 10 ft., 1 target. Hit: 5 (1d4 + 3) slashing damage. After using this action, gain the effect One Bygone. If The City's Ribbon activates while you have One Bygone instead utilize the action One Ribbon. Instead, if The City's Ribbon activates while you have Two Bygones utilize the action Two Ribbons.

[The City's Ribbon] One Ribbon. Melee Weapon Attack: +7 to hit, reach 10 ft., 1 target. Hit: 7 (2d4 + 3) slashing damage. After using this action, lose the effect One Bygone and instead gain Two Bygones. If Singleton, this action knocks Prone.

[The City's Ribbon] Two Ribbons. Melee Weapon Attack: +7 to hit, reach 10 ft., 1 target. Hit: 13 (2d10+3) slashing damage. After using this action, lose the effect Two Bygones. If Singleton, this action deals an extra 5 (1d4+3) slashing damage and gives the target damage vulnerability to slashing damage until their next instance of taking slashing damage.

Avoid Blood For 4,2 Hours. Ranged Weapon Attack: +8 to hit, range 15/30 ft., 1 target. Hit: 10 (1d12d+4) piercing damage. If Singleton and if the target of the action is within 15-30 ft of the Adjudicator, deal an extra 10 (1d12+4) piercing damage.

Right-Handed 11 cm Bisection. Melee Weapon Attack: +7 to hit, reach 10 ft., 1 target. Hit: 11 (2d8+3) slashing damage. If Singleton,  the Adjudicator restores 6 (1d4+4) HP upon succeeding on this action's attack roll.

[Singleton] Droplet in the Murky Sky (Recharge 1-2). Melee Weapon Attack: +7 to hit, reach 10 ft., 1 target. Hit: 23 (5d8+3) slashing damage. If Singleton, all creatures within 20 ft of the Adjudicator are also hit for 23 (5d8+3) slashing damage without the need for an attack roll. This damage does not make the Adjudicator liable to Karmatic Consequence via Children of the City. This action cannot activate The City's Ribbon.

[Singleton] Left-Handed Vertical Bisection (Recharge 2-3). Melee Weapon Attack: +10 to hit, reach 5 ft., 1 target. Hit: 37 (6d10+7) slashing damage. If Singleton, this action renders the hit target Incapacitated until the end of their next turn. This action cannot activate The City's Ribbon.

A prescript, fundamentally, is a piece of paper on which a command is written. These prescripts are born from the will of the city - it is through the numerous neurons interwoven within the tapestry of the Head that a prescript is born. As such a prescript, in essence, is born from the denizens of the Head - and seeing as these are, in essence, cruel this results in prescripts by virtue of origin being cruel. If a person fails to carry out their given prescript, the Adjudicators are called to purge them. However, not even the Adjudicators are safe from the will of the city - they too are nothing but hollow shells that carry out the biding of the Head.
