Voice of the Hollow Regent. When Vaelira casts a spell that forces a creature to make a saving throw, she can choose one creature affected by the spell. If that creature is frightened, restrained, grappled, or below half its hit points, it has disadvantage on the saving throw.
Steeled Faith. Vaelira has advantage on saving throws against being frightened.
Unbroken Focus. While Vaelira is in dim light or darkness, she has advantage on Constitution saving throws made to maintain concentration on a spell.
Bloodied Devotion. When Vaelira is reduced to half her hit points or fewer for the first time, the Hollow Regent’s influence tightens around her. Until the end of her next turn, Vaelira has advantage on spell attack rolls, and creatures have disadvantage on saving throws against the next spell she casts that forces a saving throw. When this trait triggers, Vaelira regains 10 hit points.
Multiattack. Vaelira makes two attacks, using Mace of Devotion or Sacred Flame in any combination.
Mace of Devotion. Melee Attack Roll: +5, reach 5 ft., one target. Hit: 6 (1d6 + 3) bludgeoning damage plus 5 (2d4) necrotic damage.
Sacred Flame (Shadow-Flame). Ranged Attack Roll: +5, range 60 ft., one target. Hit: 11 (2d10) necrotic damage.
Spellcasting. Vaelira casts one of the following spells, using Wisdom as the spellcasting ability (spell save DC 13, +5 to hit with spell attacks):
At Will: Thaumaturgy, Toll the Dead
Spirit Guardians (1/Day). Vaelira casts Spirit Guardians (spell save DC 13). The guardians appear as shadowy ravens spiraling silently around her.
Twilight Sanctuary (Corrupted) (1/Day). Vaelira creates a 15-foot-radius sphere of dim, oppressive light centered on herself that lasts for 1 minute. Enemies that start their turn in the area have disadvantage on Wisdom saving throws until the start of their next turn. Allies that end their turn in the area gain (1d6 + 3) temporary hit points.
Spiritual Weapon (2/Day). Vaelira casts Spiritual Weapon, using Wisdom as the spellcasting ability (spell save DC 13, +5 to hit with spell attacks). The weapon appears as a cracked sigil-blade of dim light.
Punish Defiance (1/Round). When a creature succeeds on a saving throw against one of Vaelira’s spells, that creature takes 5 (1d10) psychic damage.
Whisper of Judgement. Vaelira can take 2 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Vaelira regains spent legendary actions at the start of her turn.
Step through shadow. Vaelira whispers a fragment of the Hollow Regent’s will. One creature Vaelira can see within 30 feet must succeed on a DC 13 Wisdom saving throw or take 5 (1d10) psychic damage and have disadvantage on the next saving throw it makes before the end of its next turn.
Command the faithless (costs 2 actions). Vaelira magically teleports up to 30 feet to an unoccupied space she can see that is in dim light or darkness.
Vaelira casts the Command spell (spell save DC 13), choosing only one creature as the target.

Treasure. Vaelira carries a darkened holy symbol of the Hollow Regent, worked from obsidian-like stone and etched with ancient elvish script, along with ritual offerings and coin totaling approximately 150 gp.
Veilthread Cloak. Vaelira wears a finely crafted cloak threaded with shadowy fibers (functions as a cloak of protection). In addition, while wearing the cloak in dim light or darkness, the wearer can become invisible as a bonus action. This invisibility lasts until the wearer enters bright light, makes an attack, or casts a spell. Once this property is used, it cannot be used again until the next dawn.
Herald’s Mask. Vaelira wears a smooth, porcelain-like mask that conceals her earthly elven features, presenting an idealized and emotionless visage. If the mask is removed intact (without being shattered or defaced), it can be worn by another creature. While wearing the mask, the wearer gains advantage on Charisma (Deception) and Charisma (Intimidation) checks, and cannot be targeted by spells or abilities that rely on recognizing the wearer’s true face or identity. If the mask is broken, these properties are lost permanently.
Ledger of Claims. Among Vaelira’s possessions is a slim, leather-bound ledger written primarily in an archaic form of Elvish predating modern dialects. While individual names and locations can be partially deciphered by those fluent in Elvish, much of the text requires careful translation. Several passages and ritual annotations are written in Celestial. The ledger records individuals marked by the Hollow Regent, associated symbols, and regions under observation. Numerous entries have been deliberately scratched out.
Conditional Discoveries. Depending on how the characters deal with Vaelira and her belongings, additional information or rewards may be uncovered:
• If Vaelira is questioned, captured, or her effects are carefully examined, the characters uncover references to future claims, watchers embedded in nearby settlements, and one incomplete or abandoned ritual.
• If the ledger is translated in full (through time, magic, or expert aid), it reveals that claims can be strengthened, transferred, or violently broken.
• If Vaelira’s holy symbol or the Claim-Sigil is destroyed, residual energy lingers. Each character gains one minor boon of the DM’s choice (such as advantage on a single saving throw, a prophetic dream, or advantage on their next death saving throw).
Personal Effects. Vaelira’s remaining possessions include small votive tokens, raven feathers, bone charms, and fragments of written prayers. These items are of little monetary value but may carry symbolic or narrative significance.
