Traits

I can see: 

Doppel has detect magic permanently cast. If Doppel enters a zone with no magic this ability is shut off for as long as she stays within that area, otherwise this ability cannot be dispelled or nullified.

I can do magic:

With an Arcana (Int) Check: DC of 10+spell level Doppel may add any spell she sees within 60ft to her repertoire. This takes no actions. Her repertoire of copied spells is equal to her proficiency bonus. If she exceeds that then the oldest spell in the repertoire is deleted to make rom for the new spell. Note she has to see the spell effects what the caster is doing or saying. These spells are added to her 1/day options.

Nooooo! 

When Bloodied Doppel automatically casts counter spell as well as I can do magic in response to any spellcasting or active effects that do not originate from Doppel she sees within 60ft. The caster must make a Constitution saving throw DC 14 or lose the action used to cast the spell but not the slot and the spell is not cast. In addition I can do magic adds that spell to Doppel's repertoire. Note: This effect is free and can be done any number of times in a round but it must be done to all spellcasting within 60ft.

 

Actions

Multiattack: Doppel can attack twice, one with wand the other by touch or cast spells, most of the time spellcasting will be prioritised.

Wand: +6 to hit, 100ft range, 1 target. Target takes D10+3  (8) Force damage.

Touch: +6 to hit. 5ft reach 1 target. Target takes 2d10 (11) cold +2D6 (7) Necrotic damage.

Spells: Save DC 14, +6 to hit

3/day each Command, Ray of sickness

2/day each: Lightning bolt (8D6), Fog cloud

1/day each: Cloudkill, Summon Undead (4th level)

Description

Wights are intelligent undead humanoids. Doppel looks like a young woman in a dress which is clearly soiled but in good order. Her personality is is of an arrogant brat.

Note: Doppel, Dread Pirate, Ominous A and Vortex of blades are a group. Combined they are exceedingly dangerous.

These monsters are intentionally lethal at their stated CR when fought head‑on. They are designed to collapse quickly if players identify and exploit a specific engagement vector (isolation, de‑escalation, denial, etc.). The goal is to return design space to monsters by breaking the assumption that CR implies frontal safety. 
If you don’t like these specific monsters, that’s fine. The intent is that you take the structure—lethal in formation, fair when dismantled—and apply it to your own creatures.
