Legendary Resistance (4/Day). If the avatar fails a saving throw, it can choose to succeed instead.
Aura of Divine Order. Hazak exudes a 60 ft. aura of divine law. Allied creatures within this radius are immune to being charmed, frightened, or paralyzed. Additionally, all enemies within the aura have disadvantage on Dexterity saving throws. Any spell cast by an enemy creature within this aura automatically suffers a -3 penalty to attack rolls and saving throw DCs.
Perfect Judgment. Once per round, when Hazak succeeds on an attack roll or saving throw, he can impose that result on a target of his choice within 30 ft. of him, as long as he can see them. This trait can also be triggered as a reaction.
Innate Spellcasting. Hazak's innate spellcasting ability is Charisma (spell save DC 25). He can innately cast the following spells, requiring no material components:
At will: detect evil and good, zone of truth, dispel magic, lesser restoration;
3/day each: banishment, divine word, hallow, wall of force;
1/day each: plane shift, wish (only for divine intervention).
Iron Will. Hazak has advantage on all saving throws.
Multiattack. Hazak makes three attacks: one with his Arcane Blade and two with his Radiant Fists.
Arcane Blade. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 26 (4d8 + 8) radiant damage. If the target is a fiend, undead, or chaotic-aligned entity, it must succeed on a DC 23 Constitution saving throw or be restrained for 1 minute.
Radiant Fist. Melee Weapon Attack: +15 to hit, reach 5 ft., one target. Hit: 24 (3d10+8) bludgeoning damage plus 14 (4d6) radiant damage. Hazak can choose to knock the target prone if it fails a DC 21 Dexterity saving throw.
Blinding Retribution (Recharge 5-6). Hazak emits a burst of pure radiant energy in a 30-foot radius. Each enemy creature within the radius must make a DC 23 Wisdom saving throw or be blinded for 1 minute. Blinded creatures can repeat the saving throw every turn, ending the effect on a success.
Divine Strike. Ranged Spell Attack: +17 to hit, range 120 ft., one target. Hit: 40 (8d8) radiant damage, and the target must succeed on a DC 23 Wisdom saving throw or be stunned until the end of its next turn.
The avatar can take 43 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The avatar regains spent legendary actions at the start of its turn.
Celestial Step. Hazak can use 1 legendary action to teleport up to 60 ft. to an unoccupied space he can see. He brings divine law to all locations touched by his presence.
Restore Order. Hazak targets up to 2 creatures within 60 ft. and ends one condition affecting each of them. This does not consume a use of any other ability.
Divine Strike. Hazak makes one Divine Strike attack.
