Dracofly Companions. "The Dragon" commands 3 tamed Dracoflies; Yol, Daal, and Roth, which serve as his eyes and ears and can be called upon during combat using Legendary Actions. "The Dragon" can't take the legendary action of a dead or incapacitated Dracofly.
Dracofly. 5HP/ 22AC /+11 to Dexterity saving throws, -5 to all other saves. These massive flying insects are fragile but powerful; they can remain in flight indefinitely and move with such incredible speed that they are invisible to the average eye. (DC 18 Perception check)
Legendary Resistance. If "The Dragon" fails a saving throw, it can choose to sacrifice one of its Dracofly Companions; Yol, Daal, or Roth and succeed instead.
Multiattack. "The Dragon" makes two attacks, using Scimitar and Pistol in any combination.
Scimitar. Melee Attack Roll: +8, reach 5 ft. Hit: 14 (2d6 + 6) Slashing damage.
Pistol. Ranged Attack Roll: +11, range 30/90 ft. Hit: 17 (2d10 + 6) Piercing damage.
Drachenfuer (Recharge 5-6). Dexterity Saving Throw: DC 18, each creature in a 60-foot-long, 5-foot-wide Line. Failure: 45 (10d8) Fire damage. Success: Half damage. (3 uses a day)
Flick Cigar. "The Dragon" flicks his lit cigar to ignite a nearby flammable surface or attempt to blind a target in melee range. The target must succeed on a DC 18 Constitution saving throw or become blinded until the end of its next turn. "The Dragon" can't use this action again this encounter.
"The Dragon" can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Pistol Attack (Costs 1 Action). "The Dragon" makes a pistol attack.
Yol (Costs 2 Actions). Yol creates a gale around it's master. Each creature within 15 feet of "The Dragon" must succeed on a DC 22 Dexterity saving throw or take 15 (2d6 + 8) bludgeoning damage and be knocked prone. The dragon can then move up to half its speed.
Daal (Costs 2 Actions). Daal strikes a foe "The Dragon" can see with its venomous stinger. The target must succeed on a DC 18 Constitution saving throw or fall unconscious for 10 minutes. This effect ends for a creature if the creature takes damage or someone uses an action to wake it.
Roth (Costs 2 Actions). Roth stirs the sands up in a 10ft radius around a point "The Dragon" can see. The area becomes heavily obscured for 2 turns and each creature that begins its turn within the sand must succeed on a DC 18 Constitution save or become blinded until the start of it's next turn.
Description
"The Dragon" is a notorious gang leader and outlaw who's namesake is earned by deeds committed with the artifact Drachenfuer; a weapon which fires rounds containing the seperate components of a Brass Dragon's breath pouch which combine upon firing to unleash the fury of it's breath weapon from the end of it's barrel. While less well known than the artifact he wields, he additionally relies on the support of his 3 Dracofly Companions, Yol, Daal, and Roth; these large, horned, dragonfly-like creatures fly at incredible speeds that render them near unperceivable, save the ominous buzzing from the skies above while they wait for the toothy whistle of their master to direct them.
