Opportunity attacks against the dragon are made with disadvantage while it is in water.

Water Jet (Recharge 5–6)
The dragon exhales a concentrated stream of pressurized water in a 30-foot line that is 5 feet wide.
Each creature in the line must make a DC 13 Dexterity saving throw, taking 18 (4d8) bludgeoning damage on a failed save, or half as much on a successful one.
A creature that fails the save is pushed up to 10 feet away from the dragon.
Splash Away
While in water, the dragon moves up to half its swim speed without provoking opportunity attacks.
Protective Current
When a creature the dragon can see makes a melee attack against it, the dragon conjures a burst of water. The attacker must succeed on a DC 13 Strength saving throw or have disadvantage on that attack roll.
