Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Amphibious. The dragon can breath water and air. 

Star-reader. The Dragon automatically passes checks such as navigation, fortune telling, history, investigation or any other that involves the stars.

Cosmic Wish (1/month). The Dragon can grant a wish using the stars much like the wish spell.

Gravitational orbit. The dragon has an orbital ring that extends 10 feet around it that can be used to pick up objects. Picking up objects and launching them both count as 2 separate actions during combat. Damage done by this depends on the items that the dragon uses. 

 

Actions

Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 20 (2d10 + 8) piercing damage plus 14 (4d6) radiant damage.

Claw. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 16 (2d6 + 9) slashing damage.

Tail. Melee Weapon Attack: +17 to hit, reach 20 ft., one target. Hit: 19 (2d8 + 10) bludgeoning damage.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 21 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Moon beam breath(Recharge 5–6). The dragon exhales a lunar beam in a 10-foot wide line 90 feet long. Each creature in that area must make a DC 23 Constitution saving throw, taking 87 (25d6) radiant damage on a failed save, or half as much damage on a successful one.

Stardust Breath (Recharge 5-6). The dragon exhales cosmic particles in a 90-foot cone. Each creature in that area must make a DC 23 Constitution saving throw, taking 87 (25d6) cold damage and suffering 2 levels of exhaustion on a failed save, or half as much damage on a successful one. 

Meteor Shower (Recharge 9-10). The dragon calls down a shower of meteors in a 120-foot circular area. Each creature in the area must make a DC 25 Dexterity saving throw, taking 98 (27d6) bludgeoning damage on a failed save, or half as much damage on a successful one. At the start of their turns, Each creature in the area within 1 minute of the initial casting must making a DC 18 Dexterity saving throw, taking 19 (4d6) bludgeoning damage on a failed save, or half as much damage on a successful one. 

Legendary Actions

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a Wisdom (Perception) check.

Tail Attack. The dragon makes a tail attack.

Orbital reload. The dragon loads it's orbital ring with objects

Orbital launch. The dragon throws the items that are in it's gravitational orbit.  

Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 25 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

Description

 Lunar dragons believe that the stars hold the answers to the universe, being considered scholars of the stars. The dragon's black and blue body resemble the color of the cosmos which they are affiliated with. The dragon's follow the will of the stars above anything else.

Lunar dragons are very patient creatures, being very slow to anger. They are elegant in nature and posses an intellect higher than most dragons. 

These dragons will often allow for observatories for scholars to study the stars on it's islands. They often enjoy conversations about the cosmos and the answers the stars have to provide.

Legend says that when an ancient lunar dragon dies, it becomes it's very own star in the sky. 

 

Lair and Lair Actions

A Lunar Dragon's lair consists of a secluded island in the middle of the sea. The dragon always makes sure that is has full view of the moon and stars at all times. 

Lair Actions

    On initiative count 20 (losing initiative ties), the dragon takes a layer action to cause one of the following effects.

  • The Dragon augments the gravity within its layer, either raising or lowering the gravity. Creatures that are not accustom to the gravitational change will suffer disadvantages on all of their saving throws and attack rolls. Speed is also halved if the creature isn't accustom to the gravitational change.
  • A pillar of moonlight 15 feet wide falls from the sky within 120 feet of the dragon. Each creature within this area must make a DC 22 consituiton saving throw, taking 34 (8d6) radient damage on a failed save, or half as much on a successful one.
  •  The dragon creatures a 30-foot sphere of oxygenless space in an area of 120 feet of it. Each creature in the area must make a DC 22 constitution saving throw, suffering 5 levels of exhaustion on a failed save, or 2 levels on a successful one. This sphere lasts until the dragon uses an action to dismiss it or uses a different action. 

Regional effects. 

       The region containing a legendary lunar dragon's lair is warped by the dragon's cosmic magic, which creates one or more of the following effects.

  • The sky is always in a state of a cloudless night. The moon follows its normal phases and the stars are always shining in the sky within 10 miles of the lair.
  •  Massive bodies of water within 10 miles of the lair are either serene or wild, depending on what the dragon wishes them to be.
  •  The dragon automatically becomes aware of any magical light foreign from the region it lives in within 10 miles. 

If the dragon dies, these effects will fade over 1d10 days.
