Innate Spellcasting. The booyag’s innate spellcasting ability is Charisma (spell save DC 16). It can innately cast the following spells, requiring no material components:
At will: mage hand, misty step, Tasha’s hideous laughter, vicious mockery
1/day: confusion
Nilbogism. Any creature that attempts to damage the booyag must first succeed on a DC 16 Charisma saving throw or be charmed until the end of the creature’s next turn. A creature charmed in this way must use its action praising the booyag.
The booyag can’t regain hit points, including through magical healing, except through its Reversal of Fortune reaction.
Nimble Escape. The booyag can take the Disengage or Hide action as a bonus action on each of its turns.
Spellcasting. The booyag is a 12th-level spellcaster. Its spellcasting ability is Charisma (spell save DC 16, +8 to hit with spell attacks). It knows the following sorcerer spells:
Cantrips (at-will): infestation, [Tooltip Not Found], minor illusion, prestidigitation, ray of frost, shocking grasp
1st level (4 slots): chaos bolt, magic missile, sleep
2nd level (3 slots): dragon's breath, mirror image
3rd level (3 slots): counterspell, haste
4th level (3 slots): confusion, greater invisibility
5th level (2 slots): animate objects, synaptic static
6th level (1 slot): chain lightning
Wild Magic. Whenever the booyag casts a spell with its Spellcasting feature, it always causes a Wild Magic surge. The booyag rolls on the table twice and chooses either result.
Fool’s Scepter. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 5 (1d6 + 2) bludgeoning damage, plus 15 (3d6+5) psychic damage.
Reversal of Fortune. In response to another creature dealing damage to the booyag, the booyag reduces the damage to 0 and regains 4d6 hit points.
