Traits

Quantum Lock. While being viewed by a living creature the Weeping Angel can't move or take any actions, and is indistinguishable from a normal statue. If the Angel becomes observed at any point during it's movement, it ceases to move and immediately suffers the effects of Quantum Lock. 

Quantum Resilience. While under the effects of Quantum Lock, the Weeping Angel gains immunity to all conditions and damage from non-adamantine weapons. 

Don't Blink (Recharge 4-6).  While under the effect of Quantum Lock, the Angel can force all creatures within 60 feet of its space to make a DC 16 Constitution saving throw. On a failed save, those creatures blink and the Angel can immediately take a move action towards the closest creature. Roll a d6; the Angel moves 15 feet on a 1 or 2, 30 feet on a 3 or 4, and 45 feet on a 5 or 6. If the Angel enters into melee range with a creature due to this movement it can immediately make one Rend attack or take the Quantum Feast action. Constructs and Aberrations are immune to this effect. 

Eyes of an Angel (1/day). Any creature that makes direct eye contact with the Weeping Angel must make a DC 16 Constitution saving throw. On a success, that creature gains immunity to this ability for the next 24 hours. On a failed save, the creature becomes a new Weeping Angel after 24 hours. This curse can be halted by the affected creature keeping its eyes closed. A Greater Restoration or Remove Curse spell will halt the curse for 24 hours, even if the target opens its eyes, but the curse can only be removed by a Wish spell. Constructs and Aberrations are immune to this effect. 

Actions

Rend. Melee Weapon Attack: +9 to hit, 1 target. Hit: 21 (4d6 + 5) slashing damage. 

Quantum Feast. Touch Attack. When not under the effects of Quantum Lock, the Weeping Angel can touch one creature in melee range and send it back in time 3d20+40 years before the creature's birth. The Weeping Angel gains a number of hit points equal to the number rolled on the dice. If the affected creature lives to the day of its birth, it immediately dies at the exact time it's infant self is born. Constructs and Aberrations are immune to this effect. 

Reactions

Corner of your Eye.  If the Weeping Angel is ever unobserved or in a space of total darkness, the Angel can immediately take one move action toward a creature it can see. The Angel makes a stealth check versus the target's passive Perception score to avoid detection, and if the Angel ends its movement within melee range of a creature, it can immediately make one Rend attack or take the Quantum Feast action. 

Legendary Actions

3 Actions. 

Nightmare in the Dark (1 action). While under the effects of Quantum Lock, the Weeping Angel can consume one light source provided by flame that is within 60 feet of its space. Any light source not powered by flame (such as the Light or Daylight spells) is not consumed by this ability.
