Fiery Skin. Any creature that touches Belial or hits him with a melee weapon attack takes 36 (8d8) fire damage. In addition, any weapon that Belial wields is infused with his fire and does an extra 36 (8d8) fire damage (included in the attacks).
Devil's Sight. Magical darkness doesn't impede Belial's darkvision.
Innate Spellcasting. Belial's spellcasting ability is Charisma (spell save DC 23). Belial can innately cast the following spells, requiring no material components:
At will: detect magic, fireball
6/day each: hold monster, wall of fire
1/day: fire of the Nine Hells (see my Homebrew spells)
Fire Cleaver (Greatsword). Melee Weapon Attack: +19 to hit, reach 5 ft., 1 target. Hit: 19 (3d6 + 9) slashing damage and 36 (8d8) fire damage
Touch. Melee Weapon Attack: +19 to hit, reach 5 ft., 1 target. Hit: 36 (8d8) fire damage and the target is on fire. While on fire in this way, the target takes 5 (1d10) fire damage at the start of each of its turns until it uses an action to put the fire out.
Belial can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and only at the end of another creature's turn. Belial regains spent legendary actions at the start of her turn.
Attack. Belial makes an attack.
Spell. Belial innately casts a spell.
Description
Belial appears as a man with a black dread-locked beard, not unlike a bearded devil. He rules Phlegethos along with Fierna.
Lair and Lair Actions
Belial rules Phlegethos, the fiery fourth layer of the Nine Hells from Abriymoch, the primary city of the layer.
Lair Actions
On initiative count 20 (losing initiative ties), Belial takes a lair action to cause one of the following effects; Belial can’t use the same effect two rounds in a row:
- Belial makes an attack
Regional Effects
Phlegethos is susceptible to the following effects as long as Abriymoch remains intact:
- All devils gain the following action: Fire Breath (recharge 5-6). The devil exhales a breath of fire +(highest devil attack bonus) to hit, 1 target. Hit: 36(8d8) fire damage. The devil's challenge rating becomes 4 (1,100 XP) unless it is already higher with this attack
- All devils gain immunity to fire damage.
If both Belial and Fierna die, these effects fade over the course of 1d10 days.
