Traits

Sedentary. This creature cannot move, and can only be found on the undersides of surfaces. If this creature is torn from its surface with a DC 24 Strength (Athletics) check, the barnacle instantly dies.
The Barnacle has Advantage on Strength saving throws, and the DC is automatically considered 5.
The Barnacle automatically fails all Dexterity saving throws.

Barnacle Tongue. The Barnacle always has its tongue hanging under it, with a clearance from the ground around 2 to 4 feet. If a creature or object is ever inside of the space the Barnacle Tongue is hanging, the victim is then grappled, and considered incapacitated. Only 1 victim can be grappled at a time.
The Barnacle only ever lets go of something if it pulls it up to its mouth and evaluates that it is not meat, or if it physically cannot fit through a gap that the tongue is hanging through, where it then lets it go after some struggles.

Barnacle Digestion. If a Barnacle ever reduces a creature to 0 hit points with its bite attack, the creature is then devoured and digested over 1d4 rounds, considered with Acid damage.
After digesting a creature, the barnacle then spits out the creatures bones and items, falling to the ground underneath the barnacle, where their tongue then slowly droops down to hang around.

Barnacle Idiocy. The Barnacle automatically fails all Intelligence, Wisdom, and Charisma saving throws, but only suffers damage and damaging effects from failed saving throws of those types.

Actions

Tongue Pull. The Barnacle pulls a grappled victim upward into the Barnacles mouth, and makes a Bite attack.

Bite. Melee Attack: Automatic hit, reach 5 ft., 1 target. Hit:  10 (2d4 + 2) piercing damage.
This attack can only be made against a target that is considered incapacitated.

Reactions

Tongue Grab. If a creature walks into the Barnacles space, the Barnacle grapples the creature as per Barnacle Tongue. They are then pulled up to 30 feet towards the Barnacle. If the creature is then within 5 feet of the Barnacle mouth, the Barnacle takes the Bite action.

Description

Physically, barnacles resemble little more than a large mouth full of sharp teeth and a thin, but long and very powerful muscular hydrostat combining the functions of a tongue and tentacle, which can be retracted or extended to hang at near-floor level regardless of the animal's height from the floor. Barnacles are blind, and rely on their sense of touch to catch prey. The creatures attach themselves to ceilings or the undersides of overhangs, from which they lower their sticky tongues. Although barnacles can be found in a wide array of environments, they seem to prefer damp areas.

Barnacles reproduce with Spores.
