Greatsword. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (2d6 + 4) slashing damage.

Buzzsaw. Ranged Weapon Attack: +8 to hit, range 150/600 ft., one target. Hit: 8 (1d8 + 4) piercing damage.

Harpoon. Melee Weapon Attack: +8 to hit, reach 30 ft., one target. Hit: 7 (1d6 + 4) slashing damage. The target is grappled (escape DC 14) if the devil isn't already grappling a creature. Until this grapple ends, the target is restrained. As a bonus action, Vacca can make a contested strength check on success pulls the target 20 feet towards itself. 

Go Fly a Kite (Recharge 5-6). Lightning strikes Vacca Kite contraption wrapping the construct in electrical energy. Until the start of his next turn, all sword attacks deal an additional 12 (4d6) Lightning damage and if a creature takes that damage they must succeed on a DC 14 Constitution throw or become paralyzed until the end of Vacca's next turn.

Reactions

Parry. The Vacca adds 5 to its AC against one melee attack that would hit it. To do so, the Vacca must-see the attacker and be wielding a melee weapon.

Spinning Blades (Recharge 5-6). Vacca spins his four arms in a circle like a helicopter. Until the start of his next turn its AC increases by 2. when a creature enters the area for the first time on a turn or starts its turn there, it must make a dex 15 saving throw or take 3D6 slashing damage.

Legendary Actions

Ball of Death ( Costs 3 Actions). Vacca rolls into a ball and moves in a straight line 60 feet long and 5 feet wide. Each creature in the line must make a DC 15 Dexterity saving throw, taking 28 (8d6) lightning damage on a failed save, or half as much damage on a successful one. If the target is a creature, it must succeed on a DC 15 Strength saving throw or be knocked prone.
