Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Magic Resistance. The howling dragon has advantage on saving throws against spells and other magical effects.
Innate Spellcasting. The adult howling dragon's innate spellcasting ability is Charisma (DC 17). The adult howling dragon can innately cast the following spells, requiring no material components:
3/day each: tasha's hideous laughter, wind wall
1/day each: confusion, gust of wind, message, phantasmal killer, shatter, sword burst (5th level) symbol (insanity only), weird, whirlwind
Multi attack. The adult howling dragon uses its frightful presence, makes a bite attack and two claw attacks.
Bite. Melee Weapon Attack: +12 to hit, reach 10 ft., 1 target. Hit: 18 (2d10 + 7) piercing damage.
Claw. Melee Weapon Attack: +12 to hit, reach 5 ft., 1 target. Hit: 14 (2d6 + 7) slashing damage.
Tail. Melee Weapon Attack: +12 to hit, reach 15 ft., 1 target. Hit: 11 (1d8 + 7) bludgeoning damage.
Frightful Presence. Each creature of the dragon’s choice that is within 120 feet of the dragon and aware of it must succeed on a DC 17 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Frightful Presence for the next 24 hours.
Breath Weapons (Recharges 5/6). The howling dragon uses one of the following breath weapons.
Howling breath. The howling dragon exhales a wail of very loud sound in a 55ft cone, each creature within the radius must make a DC 19 Constitution saving throw or take 82 (15d10) thunder damage and be deafened for 1 minute. On a successful saving throw a creature takes half damage.
Maddening breath. The howling dragon exhales a wail of maddening noise in a 55ft cone, each creature within the radius must make a DC 19 Wisdom saving throw or have their wisdom stat reduced by 1. A creature can regain their lost wisdom points by taking a long rest and having greater restoration cast on them during the rest.
The ancient tungsten dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and only at the end of another creature’s turn. The ancient tungsten dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Sonic wave (Costs 2 Actions). The howling dragon exhales a massive wave of sonic energy and each creature in a 10ft wide, 60ft long line must make a DC 19 Strength saving throw and a DC 19 Constitution saving throw. If a target fails the strength saving throw the creature is pushed 30ft and knocked prone. If they failed the constitution saving throw the creature becomes deafened for 1d4 minutes.
Description
Howling dragons had long and slender bodies whose purple scales were dotted with black and darkened as they aged. Their legs and wings were equally thin. Their heads and shoulders were covered in frill-like spines. Their large, small-pupilled eyes were yellow and feral.
Howling dragons were extremely intelligent. From the depths of their insanity, they continuously worked on inscrutable schemes.
Ferocious and aggressive combatants, howling dragons made extensive and random use of their two breath weapons: a cone of deafening sound, and a howl that progressively drove its victims insane. Due to the extremely loud winds of Pandemonium, those effects had a reduced range there.
