Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Magic Resistance. The howling dragon has advantage on saving throws against spells and other magical effects.
Innate Spellcasting. The ancient howling dragon's innate spellcasting ability is Charisma (DC 20). The ancient howling dragon can innately cast the following spells, requiring no material components:
3/day each: tasha's hideous laughter, wind wall
1/day each: confusion, gust of wind, message, phantasmal killer, shatter, sword burst (5th level) symbol (insanity only), weird, whirlwind
Multi attack. The ancient howling dragon uses its frightful presence, makes a bite attack and two claw attacks.
Bite. Melee Weapon Attack: +16 to hit, reach 15 ft., 1 target. Hit: 20 (2d10 + 9) piercing damage.
Claw. Melee Weapon Attack: +16 to hit, reach 10 ft., 1 target. Hit: 16 (2d6 + 9) slashing damage.
Tail. Melee Weapon Attack: +16 to hit, reach 20 ft., 1 target. Hit: 13 (1d8 + 9) bludgeoning damage.
Frightful Presence. Each creature of the dragon’s choice that is within 120 feet of the dragon and aware of it must succeed on a DC 20 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Frightful Presence for the next 24 hours.
Breath Weapons (Recharges 5/6). The howling dragon uses one of the following breath weapons.
Howling breath. The howling dragon exhales a wail of very loud sound in a 85ft cone, each creature within the radius must make a DC 23 Constitution saving throw or take 104 (19d10) thunder damage and be deafened for 1 minute. On a successful saving throw a creature takes half damage.
Maddening breath. The howling dragon exhales a wail of maddening noise in a 85ft cone, each creature within the radius must make a DC 23 Wisdom saving throw or have their wisdom stat reduced by 1. A creature can regain their lost wisdom points by taking a long rest and having greater restoration cast on them during the rest.
The ancient howling dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and only at the end of another creature’s turn. The ancient howling dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Sonic wave (Costs 2 Actions). The howling dragon exhales a massive wave of sonic energy and each creature in a 15ft wide, 80ft long line must make a DC 23 Strength saving throw and a DC 23 Constitution saving throw. If a target fails the strength saving throw the creature is pushed 40ft and knocked prone. If they failed the constitution saving throw the creature becomes deafened for 1d4 minutes.
