Magic Resistance. The tarterian dragon has advantage on saving throws against spells and other magical effects.

Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Freedom of movement. The tarterian dragon is constantly under the effect of the spell of the same name.

Innate Spellcasting. The adult tarterian dragon's innate spellcasting ability is Charisma (spell save DC 18). The adult tarterian dragon can innately cast the following spells, requiring no material components:

1/day each: forcecage, imprisonment, maze, otiluke's resilient sphere

Actions

Multi attack. The adult tarterian dragon uses its frightful presence, makes a bite attack and two claw attacks.

Bite. Melee Weapon Attack: +13 to hit, reach 10 ft., 1 target. Hit: 18 (2d10 + 7) piercing damage.

Claw. Melee Weapon Attack: +13 to hit, reach 5 ft., 1 target. Hit: 14 (2d6 + 7) slashing damage.

Tail. Melee Weapon Attack: +13 to hit, reach 15 ft., 1 target. Hit: 16 (2d8 + 7) bludgeoning damage.

Frightful Presence. Each creature of the dragon’s choice that is within 120 feet of the dragon and aware of it must succeed on a DC 18 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Frightful Presence for the next 24 hours.

Breath Weapons (Recharges 5/6). The tarterian dragon uses one of the following breath weapons.

Disruptive breath. The tarterian dragon exhales a wave of shuddering energy in a 60ft cone. Each creature within the radius must make a DC 20 Strength saving throw or take 76 (17d8) force damage and be knocked prone. On a successful saving throw a creature takes half damage.

Will sapping breath. The tarterian dragon exhales a dark purple gas in a 60ft cone. Each creature within the radius must make a DC 20 Wisdom saving throw or fall into a deep depression and has disadvantage on all skill checks for the next 1d4 days.

Legendary Actions

The adult tarterian dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and only at the end of another creature’s turn. The adult tarterian dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a Wisdom (Perception) check.

Tail Attack. The dragon makes a tail attack.

Cruel lockdown (Costs 3 Actions). The tarterian dragon dragon speaks a word of power that effects any creature that can hear the tarterian dragon within a 60ft radius of itself. Each creature within range must make a DC 18 Wisdom saving throw or all magical effects on the creature that benefits it are dispelled and for the next 1d4 rounds the creature can't fly via any means.

Description

Tarterian dragons were strong-willed planar dragons native to the prison plane of Carceri. They acted as both wardens and prisoners of the plane.

Tarterian dragons were emaciated with drooping flesh and tattered wings. Their leathery scales were covered in gray, olive-green, and black patterns, and their black eyes glowed with green light. Their fangs and claws were black as well. They seemed to wear a permanently grinning expression.

Although they could get their sustenance from any source of food, Tarterian dragons enjoyed eating fiends and condemned souls the most. They preyed on any creature perceived to be weaker than them.
