Traits

Reformation. When the Ancient Spectral Dragon is reduced to 0 hit points, it dematerializes  into  a white fog. After a year and a day, it shall reappear at it's burial mound. The Ancient Spectral Dragon cannot use this trait if its bones are destroyed,  burned, and then the ashes doused in holy water.

Legendary Resistance (3/Day): If the Ancient Spectral Dragon fails a saving throw, it can choose to succeed instead.

Incorporeal Movement: The specter can move through other creatures and Objects as if they were difficult terrain. It takes 5 (1d10) force damage if it ends its turn inside an object.

Sunlight Sensitivity: While in sunlight, the Ancient Spectral Dragon has disadvantage on Attack rolls, as well as on Wisdom (Perception) checks that rely on sight.

Actions

Multiattack: The dragon can use its Frightful Presence. It then makes two attacks: both using it's Life Drain ability. (must be two different targets)

Life Drain: Melee Spell Attack: +17 to hit, reach 15 ft., one target. Hit: 20 (2d10 + 9) necrotic damage. The target must succeed a DC 20 Constitution saving throw or its hit point maximum is reduced by an amount equal to the damage taken. This reduction lasts until the creature finishes a Long Rest. The target dies if this effect reduces its hit point maximum to 0.

Frightful Presence: Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 22 Wisdom saving throw or become Frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Breath Weapons (Recharge 5-6): The dragon uses one of the following breath Weapons.
Breath of Death. The dragon exhales an deadly blast in a 90-foot cone. Each creature in that area must make a DC 24 Constitution saving throw, taking 67 (15d8) necrotic damage on a failed save, or half as much damage on a successful one.
Paralyzing Breath. The dragon exhales paralyzing gas in a 90- foot cone. Each creature in that area must succeed on a DC 24 Constitution saving throw or be Paralyzed for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Change Shape: The dragon magically polymorphs into a ghost-like humanoid or beast that has a challenge rating no higher than its own, or back into its true form. It reverts to its true form if it dies. Any Equipment it is wearing or carrying is absorbed or borne by the new form (the dragon's choice).
In a new form, the dragon retains its alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Its Statistics and capabilities are otherwise replaced by those of the new form, except any Class Features or legendary actions of that form.

Greater Darkness: (Recharge 5-6) Magical darkness spreads to fill a 80-foot radius Sphere centered on the dragon for the duration (1 minute). The darkness spreads around corners. A creature with Darkvision can't see through this darkness, and nonmagical light can't illuminate it. The sphere of darkness move with the dragon.

 

Legendary Actions

The Ancient Spectral Dragon can take 3 Legendary Actions, choosing from the options below. Only one legendary action can be used at a time, and only at the end of another creature's turn. Spent legendary actions are regained at the start of each turn.

Detect: The dragon makes a Wisdom (Perception) check.

Life Drain Attack: The dragon makes a Life Drain Attack.

Wing Attack (Costs 2 Actions): The dragon beats its wings. Each creature within 15 ft. of the dragon must succeed on a DC 25 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

Lair and Lair Actions

The Ancient Spectral Dragon's lair is where its bones were laid to rest. Typically surrounding the burial mound, there are countless other buried corpses, usually the dragon's late victims. They are most often offered to the dragon to show respect in the event of said dragon returning to life.

Lair Actions

On initiative count 18 (losing initiative ties), the Ancient Spectral Dragon takes a lair action to cause one of the following effects; the [monster name] can’t use the same effect two rounds in a row:

  • The Ancient Spectral Dragon can cast Animate Dead at 8th level or lower without the use of material components. (once per day)
  • (Recharge 5-6) The Ancient Spectral Dragon can cast Cure Wounds at 7th level or lower (8d8+14)

Regional Effects

The region containing a legendary Ancient Spectral Dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects.

  • Once per day, the dragon can alter the weather in a 6-mile radius centered on its lair. The dragon doesn’t need to be outdoors; otherwise the effect is identical to the control weather spell.
  • Within 1 mile of the lair, necrotic energies sap the life forces of all dying creatures. All death saving throws must be made with a DC of 13.
  • Given days or longer to work, the dragon can make clouds and fog within its lair as solid as stone, forming structures and other objects as it wishes.

If the Ancient Spectral Dragon is reduced to 0 hit points, changed weather reverts to normal, as described in the spell, and the other effects fade in 1d10 days.
