Mind Demon. Bill cannot damage or effect anything unless he is possessing a body. Nothing can damage or affect him either, unless they are in the mindscape.
Trapped Demon. Bill can be summoned using a horrifying ritual contained within one of the journals of the summoner. There are three of these journals, all of which strongly advise against doing this. After being summoned, he can use the enter dream action and negotiate action on any creature on any plane.
Insane. If a creature reads Bill's mind, they must make a DC 30 wisdom saving throw. On a failed save, they take 10d10 psychic damage and be given 5 indefinite madnesses from the indefinite madness table. On a successful save, they fail to read his mind.
Enter Dream. Bill enters the dreams of one creature. He can manipulate the dream and talk to the creature. If the creature knocks him unconscious in a dream, he is ejected from the creature's mind.
Negotiate. Bill appears to up to five creatures. He talks to them to try and force them to make a deal, which allows him to use the enter mind and possess actions on the creature he made a deal with. While negotiating, time stops completely.
Possess. Bill possesses one creature he has made a deal with, keeping his wisdom, charisma, and intelligence scores, as well as his related skills, but gaining all of the rest of their stats.
Enter Mind. Bill enters a creature's mind and obtains all of their memories and knowledge.
Description

Posted Jan 16, 2021Nicely done! I am using this in my Gravity Falls-esque setting, but I added the following aspects from GastlyGamer73809's version. Really excited for this encounter!
Change Shape. Bill can transform into any creature he has saw before. He keeps all of his stats except for his attacks and size. You cannot tell him apart from the actual monster except for his glowing eyes. This also includes changing size. If Bill is 2x larger then double his dmg. by 2, and so on.
Trait swap. Bill can pick any two traits he wants, if he wants three, then he will have to swap it out for another that he already has. This action takes two turns.

Posted Apr 28, 2021Technically only the third journal advises against summoning him, as when Stanford was writing the first two, he thought well of Bill and considered him a friend.
