its dnd the rules are more guidelines than laws ultimately its up to the dm and the players on what rules to followed, also there's no specification in the rules on what you can polymorph into, are you thinking of wild shape?
While you're right that it is up to the dm, you are incorrect about the spell not having specifications.
From polymorph in the phb: "The new form can be any beast whose Challenge Rating is equal to or less than the target's (or the target's level, if it doesn't have a Challenge rating)."
If this was true then Polymorph would be way cooler than it already is, True Polymorph has no restrictions because its a 9th level spell so if you want to become a dragon at that point then why not? But Polymorph is a 4th level spell available at level 7, level 8's turning into dragons completely ruins any balance at that level - read the spell description for what the spell is intended for, turning newbies into young bronze dragons isn't a valid use of the spell.

Sadly, you can't as it is not allowed in the spell's rules. Polymorph only lets you turn into beasts.
Dragons are their own creature type separate from beasts, like fey or aberrations.
True Polymorph a few large statues over four days, and you can have a Brass dragon, a Bronze dragon, a Copper dragon and a Silver dragon to head into battle with!

You dont control the objects if the spell reaches its full duration, which is only an hour and you only have one level 9 spell slot soo....
I wish the same thing but at least you can get the Wish spell at 17 level. Because I'm a multiclass I have to wait until 20th
