when exactly does the sale start? the time i mean and in order to unlock the classes and races i have to buy the sourcebooks right? and what are are the best ones to get if one has 200$ of budget
The best books are probably DMG, PHB, MM, XGtE, VGtM, and TCoE.
All the classes except Artificer should be unlocked in the character builder, Artificer should be in Tasha's Cauldron of Everything if I remember correctly. As for races they are sort of scattered throughout the different sourcebooks but a lot of community favorites are in Volo's Guide to Monsters.
The books you REALLY need are the Players Handbook as it has a lot of the basic rules you can consult, the Dungeon Masters Guide for the same reasons as the Players Handbook. The Monster Manual and Volo's Guide to Monsters are also really good pickups if you are going to be running a game. There is also a player bundle that contains the Players Handbook, Tasha's Cauldron of Everything, Xanathars Guide to Everything, and the Sword Coast Adventure's Guide. The first three in that bundle are all really good because they will combine to unlock most of the sub classes as well as a large selection of spells. You also may want to pick up Volo's and Eberron: Rising from the Last War if you want a large selection of unique races.
You may also want to pick up a module if you plan to DM and especially if you are new to DMing and/or are going to be running a game online. Personal favorites that I recommend especially for new DMs are Waterdeep: Dragon Heist and Curse of Strahd. The former is very easy to run and a fun time all around especially if you like role play while the latter can be a bit more challenging but there are many guides on Youtube if you need help with that.
As a side note for your $200 budget, in past years what they have done is market down the prices of each book by 33%, so the $30 books would be $20. If that were the case I would recommend getting the following: Players Handbook (PHB), Monster Manuel (MM), Dungeon Masters Guide (DMG), Xanathar's Guide to Everything (XGtE), Tasha's Cauldron of Everything (TCoE), Volo's Guide to Monsters (VGtM), Eberron: Rising from the Last War (ERLW).
If you went with my reccomendations that would then leave you with 3 slots open to pickup some of the following:
If you like reading about lore: Mordenkainen’s Tome of Foes (MToF), Sword Coast Adventure's Guide (SCAG)
If you want to run a game as a new DM: Curse of Strahd, Waterdeep: Dragon Heist
If you want to run a game in a new setting and have some experience: Tomb of Annihilation, Baldur's Gate: Decent into Avernus
Have to admit the 2024 changes make me very hesitant to sink money into core rule books.
But it doesn't matter as they said it will backwards compatible
