Homebrew Faerie Race Details
Originating in the Feywild, a group of Faeries was abducted and brought to the material plane by a mysterious drow thief. After spending a few years in captivity, the group of surviving Faeries were set free by a group of heroes. Unable to return to their home plane of the Feywild, the faeries thrived in the untamed wilds of the material plane. Thanks to powerful magic and incredible intelligence, the faeries have been able to construct a modest living. Unfortunately, most faeries are unable to speak Common, and therefore are often captured and sold in marketplaces as exotic pets.

Comments
Cool concept, but very overpowered. I'd recommend dropping the Ability Score Improvement values to an average +1 and +2.
On top of that, the Faerie Dust ability is far too strong, but I like the idea. My feedback on that is going to be to give those abilities a limited amount of uses per long rest. Something along the lines of "This ability can be used up to a number of times equal to your proficiency bonus."
I would also rethink the duration of the abilities. Being able to render a creature unconscious for 30 whole minutes as an innate ability is incredibly OP. Especially since there are actual spells that do similar effects for far less time. I'd say a modest 1 minute duration, with the addition of a saving throw roll to see if the target can resist the effect and a 5ft range to use this ability. For example, the Faerie player can use the Sleep Dust ability on a creature 5ft away from them, forcing the target creature to roll a DC 12 Constitution saving throw. If they succeed, nothing happens. If they fail, they fall asleep for 1 minute. This may seem like a massive debuff to the original idea, but its important to note that this is still a very useful ability to have as an innate feature.
I would also drop the healing dust ability all together, because even as a 1 minute duration that is still extremely powerful. It would render most low-level healing spells completely useless if you have the ability to do that instead.
