For the duration, the target can't be surprised and has advantage on attack rolls, ability checks, and saving throws. Additionally, other creatures have disadvantage on attack rolls against the target for the duration.
This spell immediately ends if you cast it again before its duration ends.

This is a good spell but should it really be 9th level along with a city destroying spell (storm of vengeance) the ultimate siege spell (meteor swarm) and literally a spell that lets you be the DM limited only be the original GM
Depends on what you apply it too, it's not limited to PCs, if, for instance, you put it on Tiamat...

But I find this to be poor choice on the designer's part. It's just fun and not unbalanced for a DM to allow cross-list spellcasting through scrolls. I'm not sure why they put such party-pooper limitations on things in this game.
Underrated indeed
But..King Crimson has already seen through it, your movements in the future, the trajectory of your movements in the future, within King Crimson's ability, this worlds time disappears. And no one remembers the movements they made within this segment of time. The cloud in the sky don’t realise they’ve been broken apart. A flame that’s been extinguished doesn’t even realise the moment it went out.
Scrolls that are created as a magic item and not as a "spell scroll" - like the Scroll of Resistance - are useable by other classes.
Best ninth level spell, easily.
