A construct is not a creature, so unless it is a warforged, no I do not think so, sorry if this is really late
While right in conclusion, Nat_20 is incorrect in saying constructs aren't creatures. I believe it's more accurate to say that constructs aren't ever alive. They can't be brought back to a state they didn't have.

Can the side effect of taking a -4 to attack rolls, saving throws, and ability checks be reduced by other spells such as Greater Restoration?
This is completely dependent on the DM. It can be easy to break the game economy by handing out platinum and diamonds and magic items like they’re candy. Or you could have a campaign where the party is constantly scraping together just enough money to buy one party member a nice magic item.
Would being decapitated make it so it won't work, I'm not sure, it is technically just a missing body part.
This would be a great spell for College of Creation bards. They can bypass searching for a diamond and just make one appear in their hand. This spell also conveniently becomes available for college of creation bards when their gold piece limit is removed.
Idk mine must be hoarders then. They somehow managed to rack up 15k silver and like 30k gold between all of them and have resorted to using a bag of holding as a change purse

RAW, if the target is dead for less than a year, this spell can be cast multiple times without the caster suffering negative effects, no? I will rule that way, but curious how others feel.
In addition, would this replace a limb that was lost before, and has since been fitted with a prosthetic? What if the PC wants to keep the prosthetic?
