Briefly surrounded by silvery mist, you teleport up to 30 feet to an unoccupied space that you can see.
Is is possible to use this to go outside when you are in an inclosed room? The spell says "you teleport up to 30 feet to an unoccupied space that you can see", does that include an outdoor place within 30 feet that you can see through a window?
Can you see through a window? (Yes) A dirty or tinted window that you can't see through? (No)
I think that's for your DM to decide, but normally you'd consider these "worn" objects, so they'd go with you; if you were trapped in a gibbet, or a set of standing (fixed to the ground) stocks though you'd get out of those easily, assuming your enemies weren't smart enough to gag you.
I mean you could, though technically in D&D you would immediately fall 500 feet so you'd either hit the ground (if it's closer than that) or be too far away to teleport back. While an easy-going DM could definitely allow it for the style points, if they're a RAW stickler then it's a better idea mechanically to just shove your enemies off the cliff and save the spell slot. 😝

In my experience it's sort of DM's choice of circumstance, and you maybe expected to make a roll.
What would you guys thjink about it if this spell's range increased by 30ft for every level you cast it above 2nd? Would that be op? I feel like more spells should scale.
What about facing? Do you have to remain facing in the same direction as when you cast it? I'm thinking rouge back stab. The rouge is behind an ally fighter engaged with a foe. The Rouge uses a bonus action to misty step behind the foe. With his Ally and him on opposite sides he gets advantage on his attack and back stab damage. Can the teleport provide him turning to face the enemy or will that cost movement? If it does, how much? How far can he move after the attack?
Facing has no bearing RAW, a DM can say otherwise but they better mention that kind of ruling in Session 0.
As for the rogue ability to get sneak attack? you just need an ally that is also within 5ft of the enemy that you are attacking. Re-read your rogue ability and you will see that facing is never mentioned, only positioning.
Does Misty Step break concentration on other spells?
The scenario I'm looking at is if I can use Hunter's Mark on an enemy in one turn, and then Misty Step behind them on the next as a bonus action and use my attack to gain the benefit of the mark.
Would Misty Step break the concentration used for Hunter's Mark?

No. Misty Step itself does not require concentration, so it doesn't break concentration on another spell.
Quick question, if you use misty step while somebody else is using ethereal plane, would you be able to see them during the brief period of time you were in the misty dimension? Basically I'm asking is misty step temporarily dropping you off in the ethereal plane or in a different plane of existence? (Note I'm not going to let you attack somebody in the ethereal plane with misty step I just need to know if they could actually see a target.)
I would say no underneath the circumstances, that there is more variety of higher range spells that are designed for teleportation for non-willing combatants as well as willing combatants. That said I would rule if I was at GM that if you were teaching a friendly ally to use misty step underneath their spell list, that you could theoretically grab them to help out ally so long as that ally is learning the spell. (That said if you're looking for the concept of grappling with this technique technically you can still teleport a few inches before making your attack, and then attacking. Watch video for example)
Bonus action Hail of Thorns at the end of your turn. Then next turn can you take an action to shoot an arrow then Bonus Misty Step in front of the path of the arrow into the middle of a high AC low DEX group and shoot yourself? The stupid crap I think of.

So, no if I'm grappling them but if I fireman's carry them aren't I technically wearing them?
I quite heavily disagree, anything that relies upon grappling and keeping you close is completely screwed over because every time they grab you "oop nope I'm out" and they can do nothing about it, it's a get out of jail free card to melee encounters
You underestimate the things you can do with a 30 foot teleport to any spot you can *see* on just a verbal spell.
Tied up unable to escape? Misty step out. Stuck in prison? Misty step through the bars. Need to cross a 20 foot chasm? Misty step. Chasing a bad guy and need to close the distance? 30 feet crossed using just a bonus action.
Is it always a bonus action? Like can you use it as a reaction to an attack or spell? Asking for a suspected cheater/rulebender need to know so I can put an end to his nonsense.
