I'd say it works like a discount dimension door,considering it is obtainable at a lower level,and is only usable within range of what you can see. Dimension door could teleport you out of a house with a subject,while this seems like more of an escape/platforming tool for a lower level.

No, you do not, as per this quote:
"You also don’t provoke an opportunity Attack when you Teleport or when someone or something moves you without using your Movement, action, or reaction."
This seems pretty underpowered to me. The mist should offer some additional effect like, disadvantage on attacks against you or cause you to be lightly obscured.

Underpowered? You get to take your steed with you if you have "Find Steed". Boom, instant war elephant in enemy ranks or on the other side of a pitfall. With no where to run, everything is doomed.
How do you presume that you’re able to take your steed with you? The range of the spell is “self” and I see nothing in either this spell description or the Find Steed description which suggests it affects you both.

No, or else following the same logic something grappling you would also come along with the misty step. The range is "self" and although I'm not in charge of the rules, I would think that would essentially make you and you alone teleport.
You are mistaken. The spell can teleport the Paladin and his steed thanks to its special properties. However, it will not teleport someone grappling you (unless the DM rules otherwise) because the spell only moves you (range is self).
So why does the steed move with you? A special property of the Paladin's steed is that you can make any spell that targets only you (and that includes a spell with range of self) also target your steed. Note: This only applies to a mount summoned by the Find Steed spell. Normal mounts which you buy or capture do not get this.

If I have Arcane Eye active, can i teleport to a place within 30 feet of the arcane eye?
I'd like to mention this spell does not claim it brings along objects.
That appears to be RAW, but leads to awkward situations.
can this be a cantrip or only spell?
depends on the GM's Choice, if he/she want's it to be a cantrip, it is, but if they say they didn't change this spell, then it's still a second level spell using a second level spell slot
