Base Class: Bard
For those resolute in their beliefs. Those who stand firm behind their monarch or principals. Those who worship their god with the full force of their voice. Those who wish to tear down the system with the vitriol of their venom. The College of Passions is for those who will sell themselves dearly for their cause.
Speaker for the People
When you join the College of Passions at 3rd level, you gain expertise in Persuasion, if you did not already have it.
Passionate Resolve
At 3rd level, Your words harden the resolve those around you, and they can choose to add their roll of bardic inspiration to their spell DC
Ardent Defense
You stand so resolutely for your beliefs that they protect you.
Anarchist's Rage
When you are attacked you may expend 1 bardic inspiration die to deal fire damage to the enemy that attacked you with your reaction
Banner's Defense
When are hit by an attack you may expend one roll of bardic inspiration to reduce the damage by that amount with a reaction
Faithful Prayer
When you take damage from an attack you may use your reaction to expend a bardic inspiration die to heal surrounding allies and yourself within 20 feet (expands to 40 feet at level 14)
Emphatic Attack
Starting at 6th level, you can expend a use of bardic inspiration to add to the damage of an attack or spell
Pious Power
Extra damage is Radiant and your or one ally within 60 feet who can hear you receives the same amount of healing.
Proud Pummel
extra damage is thunder damage and the enemy must succeed a charisma save against your spell-save DC or is silenced until the start of your next turn
Venemous Vexation
Extra damage is poisonous and they must succeed a constitution saving throw against your spell save DC, if they fail they are poisoned.
Words of Power
Starting at 14th level, whenever you give a bardic inspiration die the words you used to do so are suffused with power.
Glorious Gift of Gab
The divine being you worship sees you grant your allies a boon and adds to it. When you give an ally a bardic inspiration die they immediately receive 24 points of healing
Lexicon of Loyalty
Your allies are so inspired by your resolve to your cause they stand stronger. When you give an ally a bardic inspiration die, they receive a boost to their AC equal to your number of remaining bardic inspiration die.
Vitriolic Verbage
Your words are so suffused with anger and rage that they sizzle. When you grant an ally inspiration die, all enemies withing 30 feet of you who can hear you take 12 points of acid damage

Posted May 12, 2018I'm not crazy about speaker for the people but passionate resolve is punchy. It's a solid foundation for a bard college primarily because you can't use it on yourself. It requires another spell caster in the party and that's good balance. One step forward, two steps back though: Emphatic Attack dumps that dynamic and (for whatever reason) Ardent Defense and Words of Power don't do anything as written.
