The artificer is available in Eberron: Rising from the Last War. if you buy that book you get the full experience. if you buy the slightly cheaper Wayfinder's Guide to Eberron, you gain access to the artificer base class and the Alchemist subclass, but not the Battlesmith or Artillerist. Possession of the base class is enough to create homebrew subclasses for it or use UA stuff like the Armorer. You can purchase any of the artificer subclasses a'la cart from Rising; doing so also by default unlocks the base class.
If you look at Eberron: Rising from the Last War and scroll down you will also be able to purchase any one of the three Artificer subclasses available. Any one of them will unlock the Artificer base class.
