When I go to build a custom lineage and I get to the feat choice I can't choose Elven Accuracy. I know that the prerequisite for this feat is "elf or half elf" but given that it's a Custom Lineage you can get around that with a bit of story and handwaving. Would it be possible for this feat to be allowed?

No, because a Custom Lineage is RAW not an Elf.
