About a week ago, I had a player of mine tell me the content wasn't sharing properly for them in one of the campaigns I'm running; we got the whole thing figured out eventually, but that got me thinking even more about the issue. I was looking more into the content sharing thing and all the write ups that all saw mentioned "3 campaigns with 12 participants each."
What exactly is a participant in this situation? is it 12 characters total, i.e. counting multiple characters per player, or 12 players in general? If anybody has any insight on this I would greatly appreciate it. I am sorry if this came up before and I just didn't find it. I did search for the topic but didn't find anything.

12 players in general, with up to 99 characters per player.
