You should do, if you head to the link in my post.
Those Half-Elf variants are from SCAG, which is a Forgotten Realms campaign book, so they don't belong in the core rules.
Yes, I see them when I go to the link.
My, I guess, issue is under Characters > Races, there are Races that are not in the core rules, ie mosterous Races from Volo’s. Why are those shown and why are the variants mentioned if what is under Characters > Races is supposed to be the core rule?
Maybe I should put this as a feature request. When I go to Characters > whatever, I would like to be able to have access to what ever I own. So if I’m looking at half-elves, I would see the variants (which I do) and the traits (which I don’t, event tho I do own SCAG). With out having to go to another section.

Because that's not the way it works. If you go to Characters > Races it shows all races that exist, if you don't own the resource you won't be able to see further info on it. I like it that way so that if there is a race I want to play I don't have then I can buy it.

Right, but I do own SCAG. So I would expect to go to Characters > Races and see the all the content from there. But I am now.

Is there any method, for a person that owns SCAG, to get the Half-elf Heritage race variants to work in the character builder?
Yes. The character builder (which always had them when released and is not what this topic is referring to) and the Character > Races page show the Half-Elf subraces as featured in SCAG (High/Wood/Drow/Aqautic Half-Elf).

Do you have access to the books through campaign sharing? If so, the character needs to be assigned to the campaign before you can access the shared content options.

When going to Charaters > Races > Half-elf, the half-elf options just repeat and do not list the traits based on the elf parentage.
As an aside, when clicking on the variants, it takes me to the top of the Half-elf page, not the variant that we selected. I am on iOS.
Looks like that section was possibly added by mistake, as the variant Half-Elf subraces are not part of the Basic Rules or SRD.
The variant Half-Elf subraces are published in Sword Coast Adventurer's Guide.

As I own SCAG, wouldn’t I see that?

if you can get in the link you need to go down a bit in the Mixed Heritage section
if you own the SCAG and cant get the link to work because of an error that mean you probably need to clean your web browser cache
So, has this issue been resolved?

Yes, it was resolved last year. :)
I just double-checked and I can see the SCAG half-elf variants available for selection in the character builder.

Im in the same boat. I have access to all the books but when I create a character the variants don't show up

Still did not fix problem
I got it to work by creating the character within the campaign link
