My DM has the subscription level that allows players to access their purchased content, but when I go to make a character in the session, it still only gives me the default stuff. I've previously made a character with some of their content successfully, but this no longer appears to be the case.
Has the DM enabled Content Sharing? The Master Tier sub hasn't elapsed? Has the DM tried turning the Content Sharing off then on again?
Is the new character in the campaign (did you use the campaign join link to create/add the character)? Only characters inside the campaign can use shared content.

We're having the same issue. One of the players in the campaign has the PHB, the DM has Master Tier, but he doesn't have an "Enable Content Sharing" button. Should there be any time lag between creating a campaign and having that button appear? He has no other campaigns.
Edit: Although my DM had previously confirmed he had signed up for a Master Tier subscription (my words when asking), when troubleshooting this I asked, "How much did you pay for your subscription--$54.99 or $25.99?" He answered, "Nothing. I just signed up." Turns out he didn't realize "Master Tier subscription" was a technical term and not just my way of saying "sign up for a website account."
Ok, mine has been resolved by doing nothing. It appears that everyone else in the campaign had access from the beginning and I didn't, despite having every setting the same.
It fixed itself since last time we played, so while my last character is stuck with basic stuff, at least it works from now. No idea what was going on.

tl;dr - Working as intended.
