The feat says "You learn two maneuvers of your choice from among those available to the Battle Master archetype in the fighter class." Optional means available. In fact, the optional section says "If you have access to maneuvers, the following maneuvers are added to the list of options available to you. Maneuvers are available to Battle Masters..." I cannot see how that prevents the new maneuvers from being unavailable to the feat.
I was referring to the character builder as well. At the time, we were being told that the reason maneuvers weren't available was because of DDB's interpretation of the rule in question, not a coding issue. I'm not sure if that's changed or not, but if so, the debate is happening elsewhere.
To clarify - the team is working on a method of implementing this properly (ie ensuring that it respects which maneuvers you have access to and to ensure that it works with other class features/abilities that allow you to pick maneuvers). Unfortunately, I don't have an ETA that I can provide.
It would be really nice if there was an easy way to add Homebrew maneuvers. It would allow for some fun fighter specializations. For example a list of Homebrew maneuvers only available to small creatures such as halflings and gnomes. Maneuvers for sea campaigns. Etc

You can for the Battle Master. Make a subclass using that as the template and add any maneuvers you like.
