I'm an Australian resident, do I still have to pay the U.S. based VAT tax even though the purchase will be used overseas?

You have to pay the tax.

The dollar-prices are without tax. I am European and also paid the tax.

And, for the record, the US doesn't have a VAT tax.  (We do have a sales tax, but it works differently that VAT does--at least different than VAT that existed in France when I lived there 30 years ago).  I believe that the tax that is added is appropriate to the region you are purchasing from, as a year or more ago Adam Bradford (who used to be the public face of DDB) mentioned more than once on Dev Updates that they were in the process of setting up the marketplace to apply tax correctly for all the different jurisdictions folks purchase from.

 I am not a 'Tax'-person so i just paid my due when i buy a book on here! Nice to hear it is region specific :) Thank You!
