I have the staff of the magi equipped and attuned and it is only granting some of the spells listed in the item description. Notable absenses are fireball and lightning bolt, i.e. the fun ones.

The system currently can't handle the same spell from multiple items, so check if you have other items in your inventory that grant you those spells.
