There doesn't seem to be a box on the staff of power to be used as a hex weapon. It is a +2 quarterstaff, so it certainly qualifies. Is there a reason?
DDB is kinda finicky on the matter of the Hex Weapon. In this case, magic staffs (for use as arcane foci) are categorized different from weapons. It's possible to declare it your Hex Weapon, but only when you hit Warlock 3 and take Pact of the Blade. In the meantime, you can add a quarterstaff, +2 to your inventory to play the role of Hex Weapon until then.

If you make a homebrewed copy of the staff of power using the original as a template, then you can change it from a “staff” to a “weapon-Quarterstaff” and swap them on your character sheet. That will be selectable for you and work in all other ways identical to the ways the original works.
